On the afternoon of August 9, at the headquarters of the Hanoi People's Committee, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son chaired a working session with the Hanoi Department of Science and Technology (KH&CN) and the Hoa Lac High-Tech Park Management Board on the implementation of the Hanoi People's Committee's plan to implement the 2024 Capital Law.

Ensuring the construction of documents

Reporting at the meeting, Deputy Head of the Hoa Lac High-Tech Park Management Board Le Thanh Son said that based on the Capital Law and Plan No. 225/KH-UBND dated July 22, 2024 of the City People's Committee on implementing the Capital Law, the Hoa Lac High-Tech Park Management Board has proactively developed a plan to implement the Capital Law.

Regarding the tasks, the Hoa Lac High-Tech Park Management Board is assigned to preside over the implementation of 5 contents: (1) Detailed regulations on the order and procedures for establishing and expanding the High-Tech Park as prescribed in Point a, Clause 1, Article 24. (2) Regulations on the order and procedures for exercising the authority of the High-Tech Park Management Board as prescribed in Points a, b, c, d, Clause 3, Article 24. (3) Regulations on mechanisms, policies, preferential measures and support to attract high-tech human resources to work in the High-Tech Park and promote innovation activities in the High-Tech Park.

(4) Determination of collection levels, collection, payment and use of compensation for site clearance and refunds to land users in Hoa Lac High-Tech Park; preferential and support policies for compensation for site clearance and refunds in some specific cases. (5) Determination of collection levels, collection, payment and use of infrastructure usage fees, wastewater treatment fees and preferential and support policies for state agencies and public service units operating within the Hoa Lac High-Tech Park.

At the same time, the Hoa Lac High-Tech Park Management Board coordinated to implement 4 contents: (1) Detailed regulations on Article 29 on Housing Development. (2) Regulations on principles, conditions, contents, financial mechanisms, procedures for implementing the concession of exploitation and management of works and construction items under the city's management; principles, conditions, contents, financial mechanisms, procedures for preparing, consulting, and deciding on projects to use public assets under the city's management for business purposes, leasing, joint ventures, and associations.

(3) Regulations on measures to protect, preserve and renovate works and construction items under the city's management during the process of concession of exploitation, management and business, leasing, joint ventures and associations. (4) Regulations on the implementation of public service units under the city's management regarding the following contents: assets donated, given, donated, contributed, aided, sponsored by domestic and foreign organizations and individuals and other forms of ownership transfer to the High-Tech Park Management Board...

Deputy Head of the Hoa Lac High-Tech Park Management Board, Le Thanh Son, also raised difficulties when being assigned to preside over the development of "Regulations on mechanisms, policies, preferential measures and support to attract high-tech human resources to work at the High-Tech Park and promote innovation activities at the High-Tech Park" which must be completed and submitted to the City People's Council for approval by November 2024.

According to Director of Hanoi Department of Science and Technology Nguyen Hong Son, after the City People's Committee issued Plan No. 225/KH-UBND dated July 22, 2024, the Department has deployed work contents closely following Articles 23, 25, and 36 of the Capital Law 2024. At the same time, develop a plan to implement the Capital Law to ensure timeliness, synchronization, unity, and effectiveness under the direction of the City People's Committee; ensure the development of legal documents, projects, and tasks...

There will be a Resolution on attracting and employing talented people.

At the working session, opinions were discussed and exchanged to clarify how the city can attract talents in the field of science and technology and in the high-tech zone.

After listening to the opinions and concluding the working session, Standing Vice Chairman of the City People's Committee Le Hong Son highly appreciated the proactive and responsible spirit of the departments and units in implementing the Capital Law. At the same time, he requested the departments and units to urgently review the contents of the tasks within the functions, tasks and powers of the units to implement related contents to ensure progress and efficiency.

Emphasizing that state management must propose, advise, and implement policies, Permanent Vice Chairman of the City People's Committee Le Hong Son suggested that for coordination contents, the presiding unit must be clearly identified; at the same time, the document drafting process must be strict. In case the ministry coordinates with departments and branches, the leader of the City People's Committee will chair the meeting together because this is the responsibility of the City People's Committee.
