With the attention and strong direction of the Government, ministries, central and local departments, the Vietnam Oil and Gas Group (Petrovietnam) and related parties, the project has achieved important milestones: On October 30, 2023, the contract was signed to implement the EPCI package #1. This is the most important package, considered the heart of the upstream project, located on the critical path associated with the goal of exploiting the first gas stream of the project chain. On November 30, 2023, the contract was signed to implement the EPCI package #2. Up to now, the Block B - O Mon Project Chain has entered the overall implementation phase, synchronously implementing the EPCI Package #1, EPCI Package #2, and 3D Seismic Exploitation, completing about 71% of the workload.

Faced with significant technical challenges, as well as the organization and implementation of large-scale projects, prolonged geopolitical instability in the world affecting the global supply chain, competition for resources with projects in the region, changes in technology affecting design and construction methods, synchronous management between component work groups in the project chain, especially the progress of O Mon power plants, ... PQPOC collective affirms that it will always join forces, unite, and closely coordinate with related parties with the spirit of "One team, One goal", determined to complete the tasks assigned by the Government and the Group.

Speaking at the launching ceremony, Chairwoman of the Vietnam Oil and Gas Union Nghiem Thuy Lan emphasized that the goal of all parties involved is not only to complete the project on schedule and with quality, but also to create sustainable value for investors, ensure regional and national energy security, and create stable jobs for workers. These achievements will be a solid foundation for the development of the Vietnamese Oil and Gas industry in the future.

The launching ceremony of the emulation to complete the project is an important first step, promoting a vibrant emulation movement, mobilizing all material and spiritual resources to complete the Block B Gas Field Development Project according to the plan and set goals. This is not only a call to action but also a commitment of all Oil and Gas workers to the success of the project.

In order to promote the capacity of directing and operating to improve the efficiency of management, construction organization as well as the sense of responsibility and enthusiasm of workers on the construction site with the spirit of "One team, One goal", on behalf of the leaders of the Vietnam Oil and Gas Union, PQPOC, General Contractor PTSC, comrade Nghiem Thuy Lan launched a movement to compete to complete the Block B Gas Field Development Project, phase 1 in 2024, calling on all partners, contractors and workers to unite, promote the maximum sense of responsibility, creativity and innovation to bring the project to the finish line on schedule, with the highest quality.

Specifically, the participating parties will complete the 3D seismic acquisition work for an area of ​​2,900 km2 safely and with quality assurance before December 31, 2024; Complete the work items to start construction (first cut) of the structural clusters under the EPCI #1 and EPCI #2 Contracts including: CPP central technology processing platform base; LQ housing platform base; AQWA wellhead platform topside; KLWA, KLWB and CVWA gathering and wellhead platform topside. Completion deadline: before December 31, 2024; Determined to construct all bid packages safely and complete ahead of schedule with quality assurance as required by the contract; with the aim of striving to put the Project into operation ahead of schedule.

Each worker on the project site strives to compete for good work, promote initiatives, improve techniques to increase labor productivity, comply with regulations and quality management, ensure environmental safety and hygiene, save money, and prevent waste. Contractors coordinate with trade unions to take good care of material and spiritual life, ensure regular employment, stable income, and improve the lives of all employees participating in the project; Strengthen inspection, supervision, timely commendation and encouragement, honor collectives and individuals with outstanding achievements, and build typical examples for the emulation movement to create motivation and promote the working spirit and dedication of employees on the construction site.

To achieve the above goals, Chairwoman of the Vietnam Oil and Gas Union Nghiem Thuy Lan called on PQPOC workers, General Contractor PTSC and contractors participating in the project to not only focus on directing and implementing project milestones but also prioritize occupational safety and hygiene; ensure that each worker works in a safe environment, is cared for and develops their capacity comprehensively.

In particular, comrade Nghiem Thuy Lan emphasized the responsibility of the Trade Union to ensure the rights and obligations of workers. This is not only a legal obligation but also an ethical commitment of the Trade Union to the workforce - those who are dedicating day and night to the success of the project. The Trade Union must build and maintain a team of highly skilled and professional workers, not only serving the Block B project but also many other oil and gas projects in the future.

Speaking at the Launching Ceremony, Mr. Tran Binh Minh - Member of the Board of Members of the Vietnam Oil and Gas Group said that 2024 is a challenging pivotal year, entering the strong start-up phase of the project through achieving the FID milestone and signing important commercial agreements such as GSPA, GSA, GTA and TOSA. The workload of project implementation after the awarding of the two main EPCI packages is very large. Therefore, Petrovietnam leaders require PQPOC and contractors to focus on managing the project professionally, safely, with quality and efficiency; strive to be creative, propose advanced project management solutions, apply scientific and technological initiatives, promote digital transformation and build a strong oil and gas culture. With the spirit of “One Team, One Goal”, unity, solidarity and cooperation between the Investor and Contractors are important factors to not only achieve current goals but also build a solid foundation for future oil and gas projects.

Comrade Tran Binh Minh also emphasized that launching the emulation movement must be closely linked to evaluating the results of implementing the project's milestones, organizing motivation, encouragement, rewards and commendation for workers. Timely encouragement and honoring of outstanding workers is not only a recognition of their achievements but also a great source of motivation, promoting the spirit of work and continuous dedication of all workers; thereby comprehensively identifying the direction, organization and implementation of the emulation movement and drawing valuable lessons, so that the emulation movement becomes a driving force for the sustainable development of the Group.

Representing the Project's contractor unit, comrade To Ngoc Tu - Director of PTSC M&C, made a commitment to compete, affirming that, as a Subcontractor for the Joint Venture of PTSC Corporation and McDermott for the EPCI package #1 (including the design, construction, installation of the central technology platform cluster and the housing platform for the Block B mine development project); and at the same time as the General Contractor for the EPCI package #2 (including 04 wellhead platforms and the internal mine pipeline system), PTSC M&C commits to dedicating the best resources, sense of responsibility, and highest determination to implement and complete the project, meeting all requirements on Safety - Quality - Progress - Efficiency of the project; Coordinate best with the collective of workers from partners, oil and gas contractors, subcontractors providing services to PTSC M&C, together with PTSC Corporation, PTSC member units to complete the milestones of Phase 1 in 2024 of the Block B Gas Field Development Project, including: Absolutely ensuring Safety and Quality according to project requirements; Ensuring the commencement (first cut) of the structural assemblies according to the EPCI#1, EPCI#2 Contracts before December 31, 2024 for the items of the Central Technology Processing Platform Base; Housing Platform Base; and the Topsides of 4 wellhead platforms.
