In 2023, the Market Management Department of Lao Cai province closely followed the direction of the Ministry of Industry and Trade, the General Department of Market Management and the People's Committee of Lao Cai province, advised and coordinated with relevant agencies to effectively implement market management, combat smuggling, trade fraud, and counterfeit goods; well organized specialized inspection work and propaganda work, strictly inspected and handled acts of trade fraud in the domestic market, and promoted trade civilization in the province.

In which: Administrative fines: 5 billion 524.6 million VND (up 41.6% compared to CK); value of goods 6 billion 708.63 million VND (up 29.7% compared to CK); Payment to the State budget: 6 billion 892.57 million VND (up 33.2% compared to CK).

Some outstanding results include inspection and handling of violations of counterfeit goods, goods of unknown origin, and infringement of rights according to Plan 888 of the General Department: Inspection and handling of 385 cases (an increase of 224 cases and an increase of 139% compared to the previous year); Administrative fines of 3 billion 746 million VND (an increase of 79.3% compared to the previous year); Value of infringing goods of 4 billion 315 million VND (an increase of 6.1% compared to the previous year). Of which, 57 cases were inspected and handled of violations of counterfeit goods (an increase of 18.7%); administrative fines of 622 million VND; the situation of public display of counterfeit goods has decreased significantly compared to previous years.

Checking and handling e-commerce according to Plan 299 of the Provincial Steering Committee 389: Results of checking, detecting and handling 21 cases; administrative fine of 470.3 million VND; value of violating goods over 640.3 million VND. Typical case is 1,200 kg of herbal medicine for blood and weight gain for families of unknown origin; value: 180 million VND. Case of 1,189 bracelets, 1,364 necklaces, 1,286 rings; 31 pairs of fashion earrings (artificial jewelry) of unknown origin; value: 359.42 million VND.

In addition, the Lao Cai Provincial Market Management Department has promoted the application of information technology in professional activities to continuously improve the efficiency of the unit's operations, such as: 100% of civil servants have used and are proficient in setting up inspection records and handling cases on the administrative violation handling system (INS.dms.gov.vn); updating the database of local management (enterprises, establishments, business households in the management area); warehouse management (local.dms.gov.vn); accounting software, asset management, civil servant management (hr.dms.gov.vn); electronic information portal (laocai.dms.gov.vn); online meeting system deployed to 100% of subordinate Market Management Teams; and deploying the direction of the General Department, Lao Cai province and the Department to the Market Management Departments and Teams via the email system, office,... public service of the Market Management force.

In addition, the Market Management force has participated in interdisciplinary delegations to inspect the implementation of legal regulations on price declaration, price posting and selling at listed prices; food safety during the Lunar New Year and in the "Month of action for food safety" in 2024; tourism service business activities, gold trading... Propaganda work is maintained regularly through combining propaganda with inspection and handling of violations, thereby contributing to raising awareness and sense of law compliance of organizations, individuals and people.

Inspect, control and supervise the purchase and sale of goods at markets in districts, towns and cities, especially highland markets, to detect and prevent the trading of fake and poor quality fertilizers and pesticides outside the list of those permitted for use in Vietnam; poor quality goods of unknown origin; food that does not ensure food hygiene and safety...
