Mr. Vuong Tan Viet does not have a high school diploma: What does Hanoi Law University say?

Before the information that the Department of Education and Training of Ho Chi Minh City had just sent a document to the Government Committee for Religious Affairs and the Ministry of the Interior, stating that Mr. Vuong Tan Viet's name was not on the list of people awarded a high school diploma for supplementary cultural courses on June 6, 1989, a representative of Hanoi Law University said that they had received this information.

Regarding the handling of those who use illegal diplomas, a representative of Hanoi Law University said that, in principle, when there is an official document from the management agency, the school will carry out the procedures according to the regulations of the Ministry of Education and Training on the management of diplomas and certificates.

According to Clause 3, Article 20, Circular 08/2021/TT-BGDDT dated March 18, 2021 of the Ministry of Education and Training promulgating regulations on university training, it is stipulated that: "Students who use fake records, diplomas, and certificates as admission or graduation conditions will be forced to drop out of school; graduation certificates, if granted, will be revoked or canceled".

Point a, Clause 3, Article 16, Circular 23/2021/TT-BGDDT of the Ministry of Education and Training promulgating the Regulations on Master's degree enrollment and training also stipulates: "Students who violate one of the following regulations will be forced to drop out of school; the Master's degree, if granted, will be revoked or canceled according to the regulations of the Ministry of Education and Training: Committing fraud in enrollment, studying, defending thesis, project or cheating in preparing documents to be granted a degree or certificate".

According to Clause b, Article 21, Circular 18/2021/TT-BGDDT dated June 28, 2021 of the Ministry of Education and Training promulgating the regulations on doctoral training, if a doctoral student has been awarded a doctoral degree, the revocation of the degree shall be carried out in accordance with current regulations and in the following cases: The training process records are confirmed to have serious violations and errors, leading to the degree holder no longer being able to meet the requirements for admission, recognition of doctoral students and maintaining the conditions for quality assurance during the study and research process at the training institution; copying and citing in violation of regulations in the thesis and the appraisal council concludes that if the copied and quoted parts are removed, the thesis does not meet the requirements of this regulation; the doctoral student's thesis is not approved by the appraisal council according to regulations.

Thus, according to the regulations of the Ministry of Education and Training on enrollment and training for bachelor, master and doctoral degrees, if students commit fraud in preparing documents to obtain degrees, certificates or use fake degrees in their registration documents, they will be forced to leave school. If any degrees have been granted, they will be revoked or canceled according to regulations.

Previously, on the morning of August 13, a representative of the Ho Chi Minh City Department of Education and Training confirmed that Mr. Vuong Tan Viet was not on the exam list and was not awarded a high school diploma for the supplementary course on June 6, 1989.

According to the Ho Chi Minh City Department of Education and Training, on July 30, the Ho Chi Minh City Department of Education and Training had a working session with the Inspection Team of the Government Committee for Religious Affairs and the Ministry of the Interior to verify the learning process of Mr. Vuong Tan Viet. Through the working session, the Ho Chi Minh City Department of Education and Training coordinated with the inspection team to review all records, including the list of candidates who graduated from supplementary high school, the list of names and scores of all candidates who took the exam on June 6, 1989.

At the end of the inspection process, the Department of Education and Training of Ho Chi Minh City confirmed the results of the review of the high school graduation exam records of Mr. Vuong Tan Viet, born in 1959, as follows: Not on the list of candidates, the score sheet of the 1989 high school graduation exam; not on the list of candidates awarded high school graduation certificates on June 6, 1989.
