According to documents from the conference of the Council of Rectors of Universities in Ho Chi Minh City held on August 13, the report of the University of Technology (Ho Chi Minh City National University) shows that for many years the school has encountered many difficulties related to issues such as land use rights.
University dormitory
Ly Thuong Kiet facility has a total area of 140,008.3 m². The land area is partly adjacent to Ly Thuong Kiet Street and To Hien Thanh Street with a fence separating it, currently divided into 3 areas, each with its own entrance.
Area 1 has an area of about 1,900 m² and area 3 has an area of about 6,300 m². Both areas have been arranged as dormitories for staff and lecturers for a long time.
Area 2 occupies the majority of the area of about 131,808.3m² and is currently used as offices, lecture halls, laboratories, workshops, libraries, sports areas, transportation... serving teaching and training activities.
Due to problems with land allocation and management, the school has not yet been granted land use rights. The consequence of not having land ownership has led to problems with investment and construction.
Old buildings are now degraded but it is impossible to adjust the planning, apply for construction permits for new buildings (lecture halls, factories, laboratories) and other infrastructure.
"In reality, although the school has made many efforts and attempts to invest in upgrading facilities, it has so far encountered many difficulties and obstacles because the construction works have only stopped at renovation and repair, without planning and new construction. This greatly hinders the development potential of a large school with a long-standing tradition and reputation for quality training and scientific research" - the school's report informed.
The school is not capable of solving
Regarding the establishment of land use rights at the headquarters of the University of Technology, the authorities and the school have made many moves since 2015.
On August 24, 2015, the Ministry of Finance issued an official dispatch on the plan to rearrange and handle the house and land at 268 Ly Thuong Kiet, Ward 14, District 10 of the University of Technology.
The document contains the following content: Regarding the land area of about 6,300 m² (area 3 - PV) of the staff and teachers' dormitory: agree with the proposal of Ho Chi Minh City National University to transfer it to the locality for handling if it is consistent with the land use planning of Ho Chi Minh City.
For the remaining area of about 133,708 m² (area 1 and area 2): Ho Chi Minh City National University continues to manage and use according to Ho Chi Minh City planning. The unit is responsible for making a plan to relocate households out of the land area, immediately stop leasing (kiosks), and rebuild the original state of the fence of the Polytechnic University campus.
Then on August 14, 2018, the Office of the Ho Chi Minh City People's Committee issued an official dispatch conveying the direction of the Chairman of the Ho Chi Minh City People's Committee on this issue. The Committee requested the school to review the current status of use, the legal status of households in area 3, and provide documents to the Department of Construction.
For the remaining area (about 133,708 m2 (area 1 and area 2), the school urgently terminated the lease (kiosks), restored the original state of the school's campus fence, developed a plan to relocate households out of the campus and carried out procedures to establish state ownership according to regulations.
Assign the Department of Natural Resources and Environment to coordinate with the Department of Construction and relevant units to guide the consideration and settlement of granting land use right certificates to the University of Technology according to regulations.
To carry out this request, the Polytechnic University conducted a review and clearly identified the legal origin of the management process and the process of arranging and using houses for households. However, the school encountered difficulties due to the formation of 2 collective housing areas (areas 1 and 3) with objective historical factors from before 1975.
Many households do not have legal documents on land allocation, the situation of land purchase and sale by hand through many generations of users leads to the current land users not being school staff or teachers.
The school reclaimed all kiosks at the end of 2017. The task of making a plan to relocate households out of the area 1 campus was impossible because it could not reach an agreement with the households and the school did not have enough finance and land to arrange resettlement for households moving out of the above-mentioned collective area.
History of many name changes of Polytechnic University
Ho Chi Minh City University of Technology is a member university of Ho Chi Minh City National University. The predecessor of the university is the National Technical Center, established in 1957.
The National Technical Center at that time consisted of four technical, technological and professional schools: College of Civil Engineering, School of Radio, School of Merchant Marine and School of Commerce.
In 1972, the National Technical Center was renamed the National Technical Academy, consisting of 6 member schools. In 1974, the National Technical Academy was renamed the Technical University and became a member of Thu Duc Polytechnic University.
In 1976, the school was renamed Polytechnic University. In 1996, the school was named University of Technology under Ho Chi Minh City National University.
In 2001, Ho Chi Minh City National University was reorganized, the school name returned to University of Technology, under Ho Chi Minh City National University.
