As a public service unit under the Department of Natural Resources and Environment of Lao Cai province, the Lao Cai Provincial Land Registration Office was established on the basis of its predecessor, the Urban Land Management Department in 2001 (under the Department of Land Administration). In 2015, it was consolidated and renamed the Land Registration Office under the Department of Natural Resources and Environment of Lao Cai province.

In the first 6 months of 2024, the Office performed well in document consulting, personnel organization, administrative and management work.

Regarding professional work, the Office has compiled the 2023 land statistics table of Lao Cai province. Submitted the 2023 land statistics results of Lao Cai province to the Ministry of Natural Resources and Environment; Inspected the branches of districts and towns in 5/8 districts and towns; Edited A3 and A0 maps of Bac Ha town and Ta Chai commune according to the project to arrange administrative units at district and commune levels in Lao Cai province, period 2023-2025 (Decision 85/QD-UBND).

At the same time, establish, edit, update, store and manage land records; receive and manage the use of Certificate blanks according to the provisions of law; conduct land statistics and inventories and establish land use status maps, edit cadastral maps, and extract cadastral maps; Register secured transactions using land use rights; Provide records, maps, information, data on land, housing and other assets attached to land to organizations and individuals according to the provisions of law; information technology on natural resources and environment.

In addition, the Lao Cai Provincial Land Registration Office pays special attention to the care of the lives of civil servants and employees. Expenditures and payments for civil servants and employees are guaranteed (Salary, salary contributions; Social Insurance, Health Insurance, Unemployment Insurance, Trade Union); Periodic health check-ups have been organized for 134 civil servants and employees in the unit.

For the remainder of the year, the Office will focus on administrative reform, reviewing and cutting administrative procedures. Maintain a delay rate of no more than 2%. Balance revenue sources, ensure salary payment, salary-based contributions for civil servants and employees when increasing the regional minimum wage according to regulations.

At the same time, develop a Draft Decision of Lao Cai Provincial People's Committee stipulating other documents on land use rights existing before October 15, 1993 in the province according to the provisions of Point n, Clause 1, Article 137 of the 2024 Land Law; Complete and submit to the Provincial People's Committee for approval the internal process for handling administrative procedures; Develop a plan for recruiting civil servants in 2024 according to regulations; Prepare conditions for the city branch to come into operation; Continue to inspect branches in districts and towns according to Plan No. 01/KH-TPC dated February 6, 2024 of the Legal Department.

Lao Cai Provincial Land Registration Office will also strive to complete the State Plan targets; perform well the regular tasks of the unit; Continue to handle land registration dossiers, establish land use rights certificates, issue land use right certificates; examine and process secured transaction dossiers; Establish, update and correct changes in land records of organizations, households and individuals according to regulations; Provide information upon request to organizations, households and individuals; Perform well the work of managing the network system and server system. Perform the work of collecting fees, charges and managing the unit according to regulations.

The Office will strive to overcome difficulties, promptly respond to the political tasks of the industry and the province, contributing to the common achievements of the Lao Cai Natural Resources and Environment sector.
