The Lao Cai-Vinh Yen 500kV Transmission Line Project is a national key project approved by the Prime Minister in principle for investment, with Vietnam Electricity Group (EVN) as the Investor and Power Project Management Board 1 as the Investor's representative. This is a 500kV double-circuit transmission line project with a total length of 229.5km, with a total of 468 pole foundation locations.

The project passes through 4 provinces including Lao Cai , Yen Bai, Phu Tho and Vinh Phuc, with the starting point being the Lao Cai 500kV Transformer Station and the ending point being the Vinh Yen 500kV Transformer Station. The total investment of the project is more than 7,410 billion VND, arranged from 80% loan capital from the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) and 20% counterpart capital from EVN.

Once put into operation, this 500kV line will be able to transmit about 3,000MW from hydropower plants in the Northwest region and neighboring provinces to the national grid and increase the ability to import electricity; at the same time, it will create a strong connection between regions in the power system, improve the ability to operate safely and stably for the national power system, reduce power loss in the transmission grid, and improve the efficiency of EVN's electricity production and business.

Reporting on the project implementation status at the groundbreaking ceremony, EVN leaders said that during the investment preparation and project implementation, the Group received attention and close direction from the Government, the Prime Minister, the Ministry of Industry and Trade, the State Capital Management Committee at Enterprises, along with the support and close coordination of the Provincial Party Committee, the People's Committees of Lao Cai, Yen Bai, Phu Tho and Vinh Phuc provinces, departments, branches and sectors of the provinces; District Party Committees, People's Committees of 12 districts in 4 provinces, and the solidarity and unanimity of the people in the project area to speed up the progress of compensation, support and resettlement.

EVN hopes to continue to receive the attention and close direction of the Prime Minister, the leaders of the Provincial Party Committee, the Provincial People's Committee, the leaders of the departments and branches of the 4 provinces of Lao Cai, Yen Bai, Phu Tho, Vinh Phuc; the leaders of the local districts and communes in the Project area in the work of compensation, support, resettlement, and early completion of the handover of the entire site of the pole foundations and the route corridor so that the Investor can organize the synchronous and simultaneous construction of the pole foundations on the entire route to meet the progress of the project.

On this occasion, EVN presented gifts to Vinh Phuc and Lao Cai provinces, each province worth 100 million VND.

Speaking at the ceremony, Prime Minister Pham Minh Chinh expressed his joy and excitement because the whole country is determined to strive to achieve growth of at least 8% or more this year. This is an extremely difficult task, but it must be done because only then can the goals set by the 13th National Party Congress be achieved.

According to the Prime Minister, only with growth can there be potential for the country to develop, to ensure social security, and to increase labor productivity. Growth is an indicator to assess the health of the economy. This is the central indicator for leading, directing and implementing the Party's Resolutions. Economic growth goes hand in hand with energy growth, and energy is indispensable for growth. 1 point of economic growth is equivalent to 1.5 points of energy growth. If this year's growth reaches 8%, electricity growth must reach 14-15%. Therefore, electricity is indispensable for production and business.

The Prime Minister was pleased that ministries, branches, localities and agencies had quickly resolved administrative procedures; clearly stated that it was necessary to reduce cumbersome and lengthy administrative procedures; to be self-reliant, self-reliant, and find capital sources to carry out projects. It was necessary to strengthen decentralization, decentralization, promote the self-reliance of agencies, units and localities, and the spirit of self-determination, self-implementation and self-responsibility. This was also a lesson learned to resolutely carry out key projects.

The Prime Minister pointed out that experience in constructing the 500kV Line 3, Quang Trach - Pho Noi, is already available, so it is necessary to promote other projects, not only EVN but also other agencies and units. It is necessary to pay attention to leadership, direction and management: ideology must be clear, determination must be high, efforts must be great, actions must be drastic, actions must be focused, key points, each task must be completed; assign 5 clear tasks, which are "clear people, clear work, clear responsibility, clear progress, clear products"; easy to check, easy to evaluate; "only discuss doing, no backtracking".

The combined strength of the entire political system must be mobilized; in addition to entities such as the Ministry of Industry and Trade, EVN, socio-political organizations, local organizations must participate. Party committees must lead and direct to ensure smooth work, mobilize the people, and the government must manage well; the Fatherland Front, mass organizations, and armed forces must also participate in the spirit of the Party leading, the State managing, the people being the masters, and the Fatherland Front and mass organizations participating together.

There must be close and effective coordination between the central government, localities, state-owned enterprises and private enterprises. The central government leads and directs at the macro level, localities direct at the micro level, state-owned enterprises closely coordinate with private enterprises, large enterprises support small enterprises to work together, nurture and encourage local enterprises to grow and take on larger projects. If each entity makes efforts and tries, the whole country will make efforts.

The Prime Minister affirmed that the power comes from the people. Not only this project but also other key projects such as the North-South high-speed railway project and expressways must also implement this method.

The Prime Minister requested relevant entities to effectively and harmoniously implement the “3 yeses and 2 noes”: beneficial to the State, beneficial to the people and beneficial to businesses in the spirit of harmonizing benefits and sharing risks. There must be no personal motives, negativity, corruption, loss of State and people’s assets, and no waste.

During the process, we must launch an emulation movement to accompany the country's key projects so that everyone can work together, enjoy together, win together, and enjoy joy, pride and happiness together. We must strictly implement rewards and discipline.

The Prime Minister emphasized that 3,000km of highways must be completed by 2025, especially the highway from Cao Bang to Ca Mau to celebrate important national events.

Regarding this 500kV Line project, the Prime Minister praised EVN in recent years, especially restructuring, perfecting the organization, rearranging staff, leading by example, solidarity, unity... which have created new momentum, new confidence, and consolidated to carry out major projects and tasks. The Party and the State are very concerned about energy issues, and pay attention to EVN because it is a key group that always carries out difficult tasks.

EVN has dared to take responsibility, to act, to mobilize capital to carry out key projects. The Prime Minister requested that the project be inaugurated by August 31, 2025 - this is an order from the Government, an order of responsibility; if EVN finds that it needs any support, it will report to the Government.

The Prime Minister also requested: progress must be faster; construction quality must be ensured, safety must be better, more efficient and cheaper; social security issues must be better resolved; environmental sanitation must be ensured. To achieve the 5 mores, construction units must implement "3 shifts, 4 shifts", "eat and sleep quickly", "work during the day when there is not enough time, work at night", "overcome the sun, overcome the rain, and not lose to storms and winds".

Ministries, agencies and localities must actively coordinate closely and resolve issues related to state management; EVN leaders and Power Project Management Board 1 must regularly monitor the project, promptly resolve all difficulties and problems, and inspire and motivate workers at the construction site.

The Ministry of Agriculture and Environment closely monitors the work, follows the project closely, supports procedures related to forest land with the spirit of truly solving problems for businesses, and completes the resolution this March.
