New changes to 'red book' can be looked up via QR code

The Ministry of Natural Resources and Environment has just issued Circular 10/2024/TT-BTNMT (Circular 10) regulating cadastral records, land use right certificates, and ownership of assets attached to land.

The major change on the new certificate is that it has a QR code and only has 2 pages instead of 4 pages as before. Specifically, the new red book will include a sheet with 2 pages, printed with a bronze drum pattern, lotus pink, size 210x297mm.

Previously, most of the information in the certificate was on pages two and three, but now it is moved to page one.

Page 1 includes the national emblem, national name; the words "Certificate of land use rights, ownership of assets attached to land"; QR code; certificate code...

Page 2 includes a diagram of the land plot and assets attached to the land; changes after the certificate is issued; the number entered in the certificate issuance book; notes for the person granted the certificate...

According to Circular 10, printing of land use rights certificates and property ownership certificates attached to land is done through land database management software.

In case the locality has not yet established a land database, based on the information in the registration and certificate issuance dossiers, create data into the land database management software to print certificates of land use rights and ownership of assets attached to land.

According to this Circular, the QR code printed on the certificate is used to store and display detailed information of the certificate and information for QR code management.

Feedback information from the QR code is as valuable as information on the certificate, consistent with information in the land database or information recorded in cadastral records for places where a land database has not been established.

For the first printed red book, the QR code is shown in the upper right corner of page 1 of the certificate.

In case of information changes after the certificate is issued, the QR code is shown in the right corner of the column "Change content and legal basis" in section 6, page 2 of the certificate.
