After many years of construction, Hanoi has put the Nhon - Hanoi Railway Station and Cat Linh - Ha Dong urban railway lines into commercial operation. Currently, on average, the two metro lines transport nearly 100,000 passengers per day, contributing to reducing traffic congestion on the southern and western routes of Hanoi. At the same time, the two metro lines have contributed to changing the travel habits of the capital's residents.

According to Mr. Vu Hong Truong, General Director of Hanoi Metro One Member Company, every day there are over 35 thousand passengers using the Cat Linh - Ha Dong metro line. Of these, 47% are people going to work, 45% are people going to school and the remaining 8% are traveling for other purposes.

Based on the above reality, Hanoi has approved the overall project for investment in the construction of the metro system in the period of 2024 - 2045. In the project, Hanoi aims to build nearly 400km (more than 10 lines) of metro, with a total investment of nearly 50 billion USD.

In fact, the people of the capital have to wait more than 15 years to take the Cat Linh - Ha Dong and Nhon - Hanoi Railway Station metro lines. Therefore, completing more than 10 metro lines, with a total investment of up to tens of billions of USD as proposed in the project, is a huge challenge.

Mr. Nguyen Quang Huy, Director of the Hanoi Urban Planning Institute, said that ensuring the construction progress of hundreds of kilometers of metro as planned is a huge challenge for the city. In addition, to mobilize about 50 billion USD to complete the railway planning, the capital also needs great determination.

“Over the past 10 years, we have only been able to build two metro lines, Nhon - Hanoi Railway Station and Cat Linh - Ha Dong. Therefore, to complete the metro lines as the project's target requires great determination from the entire political system,” said Mr. Nguyen Quang Huy.

Vice Chairman of Hanoi People's Committee Duong Duc Tuan once said that, looking at the entire investment process, the Nhon - Hanoi Railway Station and Cat Linh - Ha Dong metro lines would take 10 - 15 years. In case of building 10 metro lines as in the project, one line at a time, it would take 100 years to complete.

Synchronize the entire metro system

To ensure uniform and synchronous technical standards across the entire metro system, Hanoi has proposed a plan to select a common set of technical standards and key technical parameters to allow for inter-transportation between lines, while optimizing investment costs, maintenance, repair and operation capacity.

To diversify investment capital sources, Hanoi City has proposed a plan for private investors to be granted the right to exploit part of the infrastructure and participate in investing and developing planning projects.

Chairman of Hanoi People's Committee Tran Sy Thanh also said that in order for the capital to have 300km of urban railway by 2035, it is necessary to have a separate approach to mechanisms, policies and project implementation methods.

“Learning from the experience of the two previous metro lines, the following lines must use the same technology. Only then can we ensure the planned progress, and at the same time, we hope that in about 15-20 years we will have a metro support industry,” said Mr. Tran Sy Thanh.

According to the overall investment project for the metro system construction in the 2024-2030 period, Hanoi will complete 96.8km of metro, including lines 22, 33 and 5. According to preliminary calculations, the capital requirement for the construction of these projects is about 14.6 billion USD.

In the 2031-2035 period, Hanoi plans to complete 301km of metro, including lines 1 and 2A extending to Xuan Mai, lines 4, 6, 7, 8 and connecting satellite cities. The capital investment requirement for metro construction in this period is about 22.5 billion USD.

In the period 2036 - 2045, the city will complete more than 200km of metro lines and sections adjusted and supplemented according to the approved Capital Planning and the adjusted Capital Master Planning. Capital demand in this period is about 18.2 billion USD.
