Investors in trouble

On August 12, a working delegation led by Vice Chairman of Binh Thuan Provincial People's Committee Nguyen Hong Hai and leaders of a number of relevant departments, branches and localities inspected the actual progress of the Song Binh Industrial Cluster project and the Thong Thuan Milk Processing Factory project in Song Binh commune (Bac Binh district).

The project to invest in building infrastructure for Song Binh Industrial Cluster in Song Binh Commune (Bac Binh District) was approved by the People's Committee of Binh Thuan Province in 2017, with an area of ​​24 hectares and a total investment capital of 30 billion VND. Thong Thuan Milk Joint Stock Company is the investor.

Up to now, Thong Thuan Milk Joint Stock Company has basically completed the infrastructure of Song Binh Industrial Park.

However, Thong Thuan Milk Joint Stock Company is currently facing difficulties in the process of completing procedures related to the project's Environmental License application; there is no location for a water pumping station to serve secondary investors in the Industrial Park.

At the same time, Thong Thuan Milk Joint Stock Company also wishes to convert the form of annual land rental payment to one-time land rental payment.

Construction progress has not met the requirements as committed to the People's Committee of Binh Thuan province.

Through on-site inspection and listening to opinions from leaders of relevant departments, branches and localities, Vice Chairman of Binh Thuan Provincial People's Committee Nguyen Hong Hai affirmed that the progress of infrastructure investment in the Song Binh Industrial Cluster project of Thong Thuan Milk Joint Stock Company is very slow so far, not meeting the requirements as committed to Binh Thuan Provincial People's Committee.

Vice Chairman of Binh Thuan Provincial People's Committee Nguyen Hong Hai requested Thong Thuan Milk Joint Stock Company to complete the remaining items to put the project into operation soon.

To remove difficulties and obstacles for the Song Binh Industrial Cluster project and the Thong Thuan Milk Processing Factory project, Vice Chairman of the Binh Thuan Provincial People's Committee Nguyen Hong Hai requested the Department of Natural Resources and Environment to review and report to the Provincial People's Committee whether the current waste discharge plan of Thong Thuan Milk Joint Stock Company is suitable for the Song Binh Industrial Cluster when it comes into operation, and that the waste discharge process must comply with legal regulations.

At the same time, the Vice Chairman of Binh Thuan Provincial People's Committee also requested the Department of Natural Resources and Environment to guide Thong Thuan Milk Joint Stock Company to complete procedures related to environmental licenses for the Song Binh Industrial Cluster project and the Thong Thuan Milk Processing Factory project; and promptly submit to Binh Thuan Provincial People's Committee the application for a surface water license for the Song Binh Industrial Cluster.

Regarding the adjustment of the Investment Certificate of the Thong Thuan Milk Processing Factory project, the Vice Chairman of the Binh Thuan Provincial People's Committee requested Thong Thuan Milk Joint Stock Company to work with the Department of Planning and Investment for specific instructions; the Department of Planning and Investment creates favorable conditions and guides Thong Thuan Milk Joint Stock Company to complete the procedures for adjusting the Investment Certificate of the Thong Thuan Milk Processing Factory project according to regulations.

Regarding the proposal of Thong Thuan Milk Joint Stock Company to request to change the form of annual land rental payment of the Song Binh Industrial Cluster project and Thong Thuan Milk Processing Factory project to one-time land rental payment, Vice Chairman of Binh Thuan Provincial People's Committee Nguyen Hong Hai requested the company to submit the application to the Provincial Public Administration Center, the Department of Natural Resources and Environment to guide and support the company to complete related procedures on the principle of complying with legal regulations.
