On the morning of August 9, Deputy Prime Minister Tran Hong Ha chaired a meeting with leaders of several central ministries, departments, agencies of the National Assembly, and localities on the plan to implement the Politburo's direction on solutions to remove difficulties and obstacles related to projects and land in inspection, examination, and judgment conclusions in several provinces and cities.

The violations of projects and land mentioned in the inspection and examination conclusions and verdicts in some provinces and cities are related to historical events, changes in legal policies over time, violations in state management, etc.
Many violations cannot be overcome or handled without specific mechanisms and policies.
"Removing difficulties and obstacles in projects and land in inspection and examination conclusions and judgments in a number of provinces and cities is an important premise to resolve projects and land in similar situations across the country," said the Deputy Prime Minister.
Delegates gave their opinions on the draft implementation plan; the consolidation of the working group; and the tasks of each ministry, branch, and locality under the direction of the Politburo.
Affirming that Ho Chi Minh City will complete the assigned tasks according to plan, Chairman of Ho Chi Minh City People's Committee Phan Van Mai hopes that the Government will soon issue a decree amending many decrees, and the National Assembly will pass a resolution on special mechanisms and policies for projects and land with violations according to the direction of the Politburo.

He also requested that inspection, prosecution and judicial agencies soon issue written conclusions on specific projects.
Concluding the meeting, the Deputy Prime Minister emphasized the need to strictly implement the Politburo's direction on removing difficulties and obstacles that have lasted for many years in projects and land in the inspection, examination and judgment conclusions in a number of provinces and cities.
"This is an urgent task that must be done with utmost responsibility," said the Deputy Prime Minister.
The Deputy Prime Minister requested the Government Inspectorate to absorb opinions and report to the Prime Minister on the consolidation and addition of members of the working group; ministries, branches and localities to closely follow the content, requirements and tasks under the direction of the Politburo.
Provinces/cities, according to their assigned authority, with the support, guidance and participation of ministries and branches, proactively remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions; review and compile statistics on similar projects and land, and report to competent authorities for consideration of handling directions.
By August 15, the ministries of Natural Resources and Environment, Planning and Investment, Construction, Finance, State Bank, Justice... completed the review of difficulties and problems in the management field (land, planning, bidding, auction, citing, applying precedents...) in the process of resolving projects and land in the conclusions of inspections, examinations, and judgments.
From there, propose and report to the working group and the Prime Minister on mechanisms and policies that need to be revised and supplemented according to the specialized management authority, the Prime Minister, the Government, and the National Assembly.
In September 2024, ministries, branches and localities shall issue full legal documents (circulars, regulations, standards, resolutions of the People's Council, decisions of the People's Committee) to remove difficulties for projects and land in inspection, examination and judgment conclusions.
Then, submit to the Government, the Prime Minister issues a decree amending and supplementing, and decides according to authority.
The Ministry of Justice shall preside over and coordinate with specialized ministries to develop and submit to the National Assembly a draft resolution on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions.
