Speaking at the opening of the Conference, Prime Minister Pham Minh Chinh stated that the Conference is an important occasion for ministries, branches, provinces and cities in the Southeast Region to review the implementation of the Regional Planning, promptly recognize difficulties and challenges, and propose solutions to overcome them; ensure the smooth, systematic and effective implementation of the Regional Planning, contributing to the rapid and sustainable development of the Southeast Region's economy. With distinct potentials, outstanding opportunities and competitive advantages, the Southeast Region has more favorable opportunities than other regions. This is also the expectation of the people of the whole country, so for the Region, this is both a great honor and a great responsibility. Therefore, the Prime Minister requested the members of the Council, Secretaries of the City Party Committees, Provincial Party Committees, Chairmen of the People's Committees of the provinces and cities in the Region to determine the highest sense of responsibility, work together, win together, develop together; not only develop the socio-economy in the Region but also develop the socio-economy of the whole country; maintain national security and defense, stabilize social order and safety.![]() |

* At the Conference, Minister of Planning and Investment Nguyen Chi Dung said that although the Southeast region had a good growth rate in the first 7 months of the year, it had not met expectations as a driving economic region of the country. Specifically: the economic growth of the Southeast region reached 5.58%, lower than the national average, only higher than the Central Highlands (3.86%); total state budget revenue reached 391,154 trillion VND, accounting for 38.1% of the total state budget revenue of the country, ranking second after the Red River Delta (accounting for nearly 43%); export value reached 59.2 billion USD, accounting for 31% of the total export value of the country, ranking second after the Red River Delta (accounting for nearly 35%). In 7 months, the Southeast region had the largest number of newly registered and re-operated enterprises among the 6 economic regions with 58,246 enterprises, an increase of 9.8%.![]() |

Regarding the activities of the Southeast Regional Coordination Council in the recent past, on May 5, the Council held its third meeting in Tay Ninh province. After 2 months, it has completed 3 tasks: The National Assembly issued Resolution 138/2024QH15 dated June 28, 2024 approving the investment policy for the Chon Thanh Gia Nghia Expressway project. The Prime Minister approved the adjustment of the master plan for the development of Vietnam's seaport system for the 2021-2030 period, with a vision to 2050, including the addition of the Can Gio International Transit Port plan in Decision No. 442/QD-TTg dated May 22, 2024. The Prime Minister approved the investment policy for the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project (Phase 1) in Decision No. 760/QD-TTg dated August 2, 2024.![]() |

Council members have completed 28/41 tasks assigned in the Decision promulgating the plan to implement regional coordination tasks in 2023, and completed 5/30 tasks assigned to be completed in 2023 in the Government's Action Program to implement Resolution No. 24. The remaining tasks are being urgently implemented by ministries and localities because these are tasks that require research and coordination with relevant agencies, and have time to be implemented in the following years. Regarding the plan to implement the Southeast regional planning: The Southeast regional planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 370/QD-TTg dated May 4, 2024, has demonstrated the close and drastic direction of the head of the Government in implementing the tasks and solutions in the Resolution of the Politburo. Currently, the Ministry of Planning and Investment has drafted the Plan for implementing the Southeast Region Planning for the period 2021-2030, with a vision to 2050, and sent it to ministries, branches and localities in the Southeast region for comments. To date, 17/18 ministries, branches and 5/6 localities in the Southeast region have commented. After receiving enough comments from members, the Ministry of Planning and Investment will synthesize, review, edit, update and finalize the Plan for submission to the Prime Minister for approval. Regarding the review of specific mechanisms and policies of the Region, the Ministry of Planning and Investment has developed a draft Report on the review and proposed specific mechanisms and policies for socio-economic regions and is sending them to ministries, branches and localities for comments with the goal of: "Identify appropriate and effective policies to report to competent authorities for consideration and permission to expand the scope of pilot application. Build a strong enough regional linkage institution, ensuring effective coordination and linkage of regional development. Pilot implementation of financial, budgetary and investment mechanisms and policies; pilot application of a number of new outstanding models, mechanisms and policies with high international competitiveness to maximize the potential and advantages of the regions and the whole country". In particular, in addition to the groups of policies and mechanisms proposed to be applied in general to regions across the country, the Southeast Region has proposed a number of specific groups of policies and mechanisms such as: Policy on increasing the outstanding local budget loans of localities in the Southeast Region; Policies on industrial park development; Policies on increasing industrial park land quotas; Policies on priority industries and occupations to attract strategic investors... Concluding the Conference, Prime Minister Pham Minh Chinh stated that the Southeast region continues to affirm its important position and role as an economic locomotive of the country, leading in innovation, creativity, dynamism and development. Although accounting for only over 9% of the area, the Southeast region contributes about 1/3 of GDP and more than 44% of the country's budget revenue. Specifically: total state budget revenue in 7 months reached 452 trillion VND, 44.3% of total state budget revenue, ranking second after the Red River Delta (accounting for 51.1%). Export value reached over 59.2 billion USD, 31% of the country's exports, ranking second after the Red River Delta (accounting for nearly 35%). The Southeast region has the largest number of newly registered and resuming enterprises among the 6 economic regions with 58,246 enterprises, an increase of 9.8%. The Southeast region continues to lead the country in both the number of projects and total FDI capital implemented as of July 20, 2024, equivalent to 20,000 projects and 187.4 billion USD, of which Ho Chi Minh City leads the country (accounting for nearly 32% of the number of projects and nearly 12% of the total registered capital). Up to now, 6/6 localities in the region have completed the establishment and appraisal of planning and the Prime Minister has approved 5/6 provincial planning. The above results are thanks to the determination, efforts and responsibility of the leaders, people and enterprises of the Southeast region, with a proactive, positive, creative and innovative spirit. On behalf of the Government, the Prime Minister respectfully acknowledged the region's contribution to the socio-economic development of the whole country and commended the contributions and efforts of comrades in the past time. However, it must also be frankly admitted that the development process of the Southeast Region in the past time still faces a number of limitations, difficulties and challenges. The Prime Minister requested ministries, branches and localities in the Region, based on their assigned functions, tasks and powers, to proactively resolve and grasp the situation, focusing on: reviewing the 2024 goals and targets of all levels and localities to focus on stabilizing the macro-economy, controlling inflation, promoting growth, ensuring major balances, and meeting the needs of the labor market. Deploying planning work through the Plan for implementing the Planning; Ho Chi Minh City urgently submits for approval the City Planning, not perfectionism; learns from experience while doing, and gradually expands. Review and detect legal obstacles and bottlenecks of the Laws, thereby amending them; focus on giving comments to the Ministry of Planning and Investment to amend the Law on Public Investment; in sync with that, the Decrees and Circulars of the Government, ministries and branches must also be amended. Promote the disbursement of public investment capital, using public investment to lead private investment, activating all resources for development, especially resources from the people; focus on the 3 traditional growth drivers: investment, consumption, export; promote new growth drivers such as digital transformation, green transformation, circular economy, knowledge economy, sharing economy, night economy, chip manufacturing, artificial intelligence (AI), hydrogen, cloud computing. Closely coordinate between ministries, branches and localities in the region to jointly solve difficulties, opening up better connections in the region. The Prime Minister requested to focus on "3 pushes": Promote the disbursement of public investment capital, lead and attract resources from the whole society; Promote the application of the Fourth Industrial Revolution, especially digital transformation, green transformation, circular economy, other emerging industries related to chip manufacturing, artificial intelligence (AI), cloud computing; Promote the training of high-quality human resources and leading experts to create new momentum, contributing to the implementation of the 3 strategic breakthroughs set forth by the 13th National Party Congress. The Prime Minister assigned the Ministry of Planning and Investment to promptly organize a conference to review 2 years of implementing the Politburo's Resolutions on the development of socio-economic regions, on that basis, issue the Prime Minister's Directive on regional development. Ministries, branches and localities are assigned to urgently complete research tasks for regional and inter-regional projects: the International Financial Center Project in Ho Chi Minh City, the Free Trade Center in Ba Ria-Vung Tau, and connecting road systems. The Prime Minister assigned Ho Chi Minh City to preside over and present outstanding policy mechanisms under the authority of the National Assembly for the Ho Chi Minh City Ring Road 4 Project at the Council meeting in November 2024; assigned Ho Chi Minh City, Binh Duong, Tay Ninh, Binh Phuoc to urgently complete the next procedures for the Ho Chi Minh City - Moc Bai, Chon Thanh - Gia Nghia, Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressways to strive to start construction on April 30, 2025.
