TPO - Expected to create an important turning point for the aluminum industry and supporting industries, but after more than 10 years, Vietnam's first aluminum electrolysis plant has not been completed.
That is Dak Nong Aluminum Electrolysis Plant, located in Nhan Co Industrial Park (Nhan Co commune, Dak R'lap district, Dak Nong).
The project is invested by Tran Hong Quan Metallurgy Company Limited, with a total construction investment of over 12,000 billion VND. This is the first aluminum electrolysis plant project in Vietnam, expected to create an important turning point for the aluminum industry and supporting industries.

More than 10 years ago (2014), Dak Nong Provincial People's Committee and investors held a grand groundbreaking ceremony for the project. The factory was identified as an important link connecting the alumina product chain (products produced from two alumina factories Nhan Co - Dak Nong, Tan Rai - Lam Dong ) and supporting industries, meeting domestic aluminum consumption needs.
As expected, the factory will be operational by the end of 2016, with a capacity of 300,000 - 450,000 tons of aluminum/year, with an estimated revenue of about 1.35 billion USD/year... However, up to this point, the factory has not been completed.
Dak Nong Provincial People's Committee said that the project has completed the construction of items and technical infrastructure with a total investment of about 2,100 billion VND. The reason for the project's delay is due to a number of difficulties and obstacles, mainly due to objective reasons.
Specifically, the project enjoys special preferential policies according to Decision 822/2014 of the Prime Minister . However, the implementation process still has a lot of conflicting information, unclear about the project's policies, causing disadvantages for investors, and requires Central Conclusions to speed up the progress.
Faced with the above situation, the People's Committee of Dak Nong province has proposed that the Government and central ministries and branches unify the policy for the province to develop a policy of exempting fees for using infrastructure of Nhan Co Industrial Park (within the fence of the Industrial Park), during the period of land allocation and lease for the Aluminum Electrolysis Plant Project; Unify the direction of implementation of the mechanism and policies applicable to the Project according to Decision No. 822 of the Prime Minister...

Mr. Le Van Chien - Standing Vice Chairman of Dak Nong Provincial People's Committee - said that the Dak Nong Aluminum Electrolysis Plant project is facing many difficulties, literally "all beginnings are difficult". This is the first project in the country to develop aluminum electrolysis.
Since the start of construction, the project has encountered many difficulties and obstacles such as: Lack of procedural documents; the fence of Nhan Co Industrial Park (surrounding the factory) has seriously eroded; when the investor imported the equipment system from abroad, the COVID-19 pandemic happened so experts could not come...
“We are waiting for the Central Government to guide us in completing the procedures for the project. The province is also anxious and worried about this project. Because this is a project that is expected to be a breakthrough in the transformation of the economic structure and the aluminum-electric industry of the province. The province is promoting and completing the procedures. If approved by the Central Government, the investment license will be extended,” said Mr. Chien.
