According to VNA, Counselor Vu Xuan Viet - Head of the Consular Department and Deputy Head of the Community Affairs Department of the Vietnamese Embassy in Russia - said that the Embassy is ready to evacuate Vietnamese people to safe areas in neighboring provinces deep inside Russian territory when necessary.

VNA reporters in Russia have also contacted Vietnamese people living and doing business in the province to grasp the situation. According to Ms. Hoang Thi Mai Huong, 30 years old, who is doing business at Pokrovskyi market, also known as the Vietnamese market of Kursk city, people in the city have hardly gone to the market to buy goods in the past few days. The city was also devastated by drone and missile attacks, her family is considering and preparing to evacuate to another city if the situation gets worse. Mr. Nguyen Quang Dao, who has lived in Kursk city for many years, said that there are about 140 Vietnamese people in Kursk province. Of these, 100 are working at two garment companies, "Hoa Sen" and " Ha Noi " in Zheleznogorsk city (more than 100km from the border). The remaining 40 people, including 25 people working at a garment factory, the rest sell goods at the central market of Kursk city (more than 150km from the border). According to Mr. Dao, the situation of Vietnamese people in the city is still stable, life is still going on normally, when there is an alarm, they stay at home. In general, people are also worried. In case the situation becomes more tense, people will think about evacuating. The Vietnamese Association also asks people to go straight home after work, not to go out on the streets, and not to gather. According to Mr. Dao, the fighting situation is only tense in Sudzha district of this province, but in general, the situation in the province is still stable.

In another development, Russia's acting governor of Kursk, Alexei Smirnov, has ordered the speed of evacuation of civilians in the Belovsky district due to the conflict with Ukraine. "I have instructed the head of the Belovsky district administration to speed up the implementation of the decision of the evacuation control center," Smirnov wrote on his Telegram channel. According to Nikolai Volobuyev, head of the Belovsky district administration, local residents are currently being evacuated by personal vehicles and buses arranged by local authorities. They are being accommodated in temporary accommodation in Kursk and safe areas around the area. Meanwhile, President Volodymyr Zelensky announced on August 11 that Ukraine launched an attack on Russian territory to "restore justice" and put pressure on Moscow's forces. According to Reuters, this is the first time Zelensky has acknowledged Kiev's surprise attack on the Kursk region. On the same day, the Russian Defense Ministry said it had destroyed 14 Ukrainian drones and four Tochka-U tactical ballistic missiles in the Kursk region, and 18 drones in other regions of Russia. According to Russia's Chief of the General Staff Valery Gerasimov, the Ukrainian attacks have stopped, but Russia has not yet pushed Ukrainian forces back to the border. Russian military bloggers said the situation had stabilized after Russia sent reinforcements, although they said Ukraine was rapidly building up its forces.
