More than 330 households forced to relocate to make way for the project are facing numerous difficulties, their lives completely disrupted by having to live in makeshift, dilapidated houses right next to the Ca Ty River. As for households on Ba Trieu Street, their houses are dilapidated but they cannot build or repair them because of land clearance issues.
Need to speed up the progress of Ca Ty river embankment project
On August 6, at the hall of Ward 8 (Phu Trinh Ward, Phan Thiet City), officers of Ward 8 and Phan Thiet City handed over land recovery notices to households subject to compensation for the Ca Ty River embankment project (from Duc Thanh Bridge to Ung Van Khiem Street).

Holding a paper of appointment to receive the land reclamation notice, Mr. Tran Rot, a resident of Ward 8, Phu Trinh Ward, with a sweaty face, shared with PV Nguoi Dua Tin : "I am a local resident and also a veteran of Phu Trinh Ward. The State should implement this project as soon as possible, but if we wait and the project is suspended, the people will suffer a lot. Business is not stable and living is not possible because there is nothing to repair. Along with that, the situation of increasing garbage causes unsanitary conditions and the residents here also cause insecurity and disorder."

"My house is on Ba Trieu Street, if I move to another place, it must be equal to or better than where I am living. Recently, the units came to my house to measure. However, in my opinion, the project is too slow. They keep promising the people but have not been able to implement it. If it can be implemented, then do it soon, if it is not feasible, then stop immediately so that people can stabilize their lives. I myself am very excited if this project is successful because it will create a clean and beautiful landscape for the tourist city of Phan Thiet," Mr. Rot informed the reporter.

Continuing the story about the project with an indignant mood, Mr. Tran Quang Hung, a resident of Quarter 8, Phu Trinh Ward shared: "For the past 2 years, we have not seen any new developments regarding the project. Recently, there was a decision to reclaim the land but it was only a notification to us, this is a bit slow. The people living behind the riverbank have to accept moving to an apartment building to live in, because they do not have papers. However, the State's attention and support for these households to have houses to live in is very good."

"I live on the front of Ba Trieu Street, as traders, the government must arrange for us to live in busy commercial areas to earn a living. I really welcome the policy of the Party and the State because a successful project will develop our province. Our current wish is to move to a new place that is better than the old place. The compensation for clearing my house must be suitable for the current construction. At the same time, I hope the State will do it quickly, because if we wait too long, we will suffer a lot. The house is dilapidated, this rainy season we have to collect buckets of water in the house because of the clearance so we cannot build or repair," Mr. Hung worried.

Regarding the project implementation, Mr. Trinh Hoang Son Thuy, Vice Chairman of Phu Trinh Ward People's Committee, said: The Ca Ty embankment project is still being implemented according to the general policy of the province and in coordination with the city's departments and agencies for implementation. Up to now, the locality has sent land recovery notices to people in areas 8 and 10 on Ba Trieu and Le Thi Gam streets.
Local authorities will also actively coordinate and propagate to encourage people to implement the State's policies and guidelines in the process of implementing this project. In addition, the local authorities also hope that authorities at all levels must create favorable conditions to speed up the project implementation progress and arrange new accommodation for people in accordance with regulations.
The specific characteristics of areas 8 and 10 are coastal areas, so they have their own characteristics and lifestyles of coastal people. Therefore, it is recommended that authorities at all levels consider the conditions and customs to arrange favorable accommodation.

Project compensation and clearance problems
Speaking to reporters, a representative of the Phan Thiet City Construction Investment Project Management Board informed about the progress of site clearance. Currently, the Phan Thiet City People's Committee has signed and approved the land acquisition notices and the project's inventory plan. The Phan Thiet City Construction Investment Project Management Board is coordinating with the Phan Thiet City People's Committee Office to issue them.
Regarding the resettlement plan, on June 26, the Construction Investment Project Management Board coordinated to review the land fund to develop a relocation plan for the project. However, there is no consensus on the resettlement plan among the units. Therefore, the Construction Investment Project Management Board is synthesizing a report to the People's Committee of Phan Thiet City for consideration and decision.
Regarding the development of support and resettlement policies, they have not been completed because there has not been an organization to count and consider the law to classify each specific case, so there is no basis to develop this policy.

Perspective of Ca Ty embankment project.
According to the Construction Investment Project Management Board, the major problem at present is the issue of compensation and site clearance. Therefore, the Construction Investment Project Management Board proposed that the People's Committee of Phan Thiet City propose to the Provincial People's Committee to allow the People's Committee of Phan Thiet City to extend the time to complete the compensation, support and resettlement policy for the Ca Ty River Embankment project (section from Duc Thanh Bridge to Ung Van Khiem Street), Phan Thiet City to be completed in October 2024.
At the same time, direct the Provincial Management Board of Civil and Industrial Construction Projects to preside over and promptly coordinate with relevant departments and branches to advise competent authorities to approve the selling price, rental price, and purchase price of resettlement housing of the Ca Ty River Apartment project in Phu Tai ward.
In August 2024, the Phan Thiet City Construction Investment Project Management Board will organize a study tour to learn about experiences in implementing compensation, support and resettlement work to develop a complete compensation and resettlement support policy for the project. Urgently direct the organization of counting and legal review as a basis for classifying and evaluating specific cases that require special mechanisms in the project's compensation policy. Expected to be completed in September 2024.
In addition, a report on the development of resettlement policies for the project will be completed and developed under the direction of the Provincial People's Committee. Expected to be completed in October 2024.
