Highlighting the role of farmers in building livable villages
Mr. Dinh Khac Dinh - Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union affirmed: Based on the orientation of Resolution No. 19 of the 13th Party Central Executive Committee on closely linking industry, services, agriculture, sustainable rural development with the urbanization process in the direction of "ecological agriculture, modern countryside, civilized farmers", Farmers' Unions at all levels have focused on and actively propagated the key contents and tasks of the Resolution on agriculture, farmers, rural areas, restructuring agriculture, building new rural areas, developing ecological agriculture, modern countryside, civilized farmers.

In particular, the movement of farmers who are good at production and business, unite to help each other get rich, and sustainably reduce poverty launched by the Vietnam Farmers' Union since 1989 has become a central and consistent movement of the Union at all levels. After more than 30 years of implementation, the movement has increasingly developed widely, has a strong influence and has become the focus of cultural, economic and social life in rural areas.
Through the movement, farmers have actively transformed the structure of crops and livestock, reorganized production, formed specialized areas, large fields linked to production chains, developed organic, circular, smart agricultural models, applied high technology, and digital transformation...
"It can be affirmed that the movement of farmers who are good at production and business, and unite to help each other get rich has contributed to building a close relationship between the Association and its members and farmers; building a strong Association; improving the quality of rural human resources, gradually gathering and attracting workers who work far from home to return to participate in building and developing their homeland into livable villages" - Vice Chairman Dinh Khac Dinh said.

Vice President Dinh Khac Dinh said: From the positive results, the movement of good farmers in production and business of the Farmers' Association at all levels has been included by the Party and State in the goals and tasks of Resolution No. 46 of the Politburo on innovation and improving the quality of activities of the Vietnam Farmers' Association to meet the requirements of revolutionary tasks in the new period.
Building livable countrysides so that anyone who goes far away will long to return.
In order to continue promoting the central and core role of the Vietnam Farmers' Union and the Vietnamese peasant class in participating in agricultural economic development, building new rural areas, and building Vietnamese villages into livable villages so that anyone who goes far away will long to return, as affirmed and expected by the late General Secretary Nguyen Phu Trong at the 8th Congress of the Vietnam Farmers' Union for the 2023-2028 term, all levels of the Vietnam Farmers' Union focus on implementing 5 key tasks.
Firstly: On the basis of summarizing the 3 Resolutions of the Central Executive Committee of the Association on building a clean and strong Farmers' Association, the Associations at all levels continue to strongly innovate the content, methods, propaganda, mobilization, and solidarity of farmers in accordance with the direction of Resolution No. 46 of the Politburo on innovation and improving the quality of activities of the Vietnam Farmers' Association to meet the requirements of revolutionary tasks in the new period.
Specifically: Vietnam Farmers' Union at all levels continues to strongly develop branches and professional farmer associations according to the motto "5 self, 5 together".

Promote the establishment of farmer club models, focusing on developing and issuing guidelines for establishing clubs according to 4 models such as: "Good Farmer Business Club", "Farmer Club with the Law", "Farmer Science and Technology Club", "Farmer Club participating in environmental protection".
Second: The Association at all levels continues to focus on mobilizing and supporting farmer members to actively participate in developing collective economy in agriculture according to the direction of Resolution No. 46 of the Politburo and Decision No. 182 of the Prime Minister with the following specific tasks:
The Central Executive Committee of the Association has launched the movement "Officials and farmer members actively participate in developing collective economy in agriculture". On that basis, the Central Executive Committee of the Association has issued a process to guide and organize support for the establishment of a number of agricultural cooperative models as models for Associations at all levels to visit, learn from and replicate the model.
Third: Focus on improving the qualifications and skills of farmers and Farmers' Association officials at all levels with the following solutions:
Assign the Central Organizing Committee of the Association and the Association's Cadre School to carry out field surveys to develop and promulgate training programs and contents, foster and improve qualifications and skills for farmers and Association cadres at all levels.
Piloting training courses to improve qualifications and skills for excellent farmers and good farmers in production and business from district level and above.
Coordinate with ministries and branches to develop and submit to the Government the Project "Training Farmers' Association officials at all levels, branch heads, good farmers in production and business, excellent farmers for the period 2024 - 2030".
Fourth: Assign the Central Economic Committee of the Association to advise the Central Standing Committee of the Association to coordinate with relevant agencies to develop a set of evaluation indexes and organize for farmer members to participate in evaluating the quality of input material services in agricultural production.
"With the attention and efforts of the Vietnam Farmers' Union at all levels, the leadership of Party committees at all levels, and the attention and facilitation of authorities at all levels, we believe that Vietnam's rural villages will become brighter, greener, cleaner, safer and more beautiful every day, becoming livable countrysides that anyone who goes far away will long for and want to return to" - Vice President of the Central Executive Committee of the Vietnam Farmers' Union Dinh Khac Dinh emphasized.
Five: Assign the Central Office of the Association to advise, focus on supporting, disseminating, and expanding the application of the Vietnam Farmers App among farmer members. In the immediate future, pilot the organization for farmer members to participate in giving opinions, synthesizing reflections, recommendations, thoughts, and aspirations of farmer members in the process of implementing policies and guidelines on agriculture, farmers, and rural areas through the Vietnam Farmers App.
Along with the 5 groups of key tasks and solutions above, the Central Standing Committee of the Association has deployed many programs, plans and projects on implementing Resolution No. 46 of the Politburo, Resolution No. 69 of the Government promulgating the Action Program to implement Resolution No. 46 of the Politburo, Decision No. 182 of the Prime Minister, Resolution of the 8th Congress of the Vietnam Farmers' Union.

Assessing the goal of building “villages worth living in”, Mr. Phuong Dinh Anh, Deputy Chief of the Central Office for New Rural Area Coordination (Ministry of Agriculture and Rural Development) commented: After more than 14 years of building new rural areas, Vietnam's rural areas have had many clear changes, especially gradually moving towards modern and civilized development while still preserving the traditional cultural features typical of Vietnamese rural areas.

One of the most obvious and positive changes according to Mr. Phuong Dinh Anh is that the level of education as well as the level of grassroots cadres in rural areas has been improved. People have truly taken the lead in building new rural areas, proactively discussing and deciding what is needed for their village and commune.
The rural economy is increasingly developing, in which the mindset of "agricultural production" has been and is being transformed into the mindset of "agricultural economy", contributing to increasing the value of production, increasing income, improving the material and spiritual life of rural people. Exciting cultural and sports activities attract the participation of all ages, especially young people and the elderly, contributing to improving community health, the village spirit is increasingly connected, the spirit of community solidarity is also becoming closer and stronger. "It can be said that we are gradually realizing the goal of developing "three rural areas" in the Resolution of the 13th National Party Congress in the direction of "ecological agriculture, modern countryside, civilized farmers" - Mr. Phuong Dinh Anh said.
According to Mr. Phuong Dinh Anh, in order to maintain a civilized and modern lifestyle while still preserving the "rural character" and preserving the cultural institutions of villages from many generations, it is necessary to pay attention to preserving traditional spaces when planning detailed construction for rural residential areas. Pay attention to the landscape architecture of traditional rural areas according to Directive 07/CT-TTg of the Prime Minister. Pay attention to cultural factors in infrastructure development, socio-economics such as building multi-purpose infrastructure works; developing local specialties, OCOP products associated with the specific factors of each locality.
In addition, it is also necessary to promote the role of the Fatherland Front and mass organizations in mobilizing the community and people to build livable villages. Promote "intangible" values in rural development and construction such as: fostering family and clan values; developing reading culture and the spirit of mutual love; ensuring security, order and social safety...
And to make people feel secure living in the countryside, Mr. Phuong Dinh Anh also emphasized the development of economic, trade and service types in the countryside to suit the specific conditions of each locality. “The reality is that many rural areas have had their agricultural land reduced, giving way to industrial parks and clusters; farmers have also quickly adapted to become active workers or switched to business, trade and services, but still keep their land and farming jobs” – Mr. Phuong Dinh Anh analyzed – “Or many people have “left farming” but not “left their hometown”, still staying to get rich on the very land of their hometown that they have been attached to for generations”.

Therefore, it is necessary to focus on developing according to sustainable value chains, adapting to climate change, forming integrated "multi-value" products, producing in the direction of circular economy, organic agriculture; developing small and medium-sized industries associated with the role of enterprises, cooperatives and households, linking stable and sustainable raw material areas; developing trade, services, tourism associated with preserving craft villages, promoting and connecting rural and urban spaces, ensuring a bright, green, clean and safe rural ecological environment.
“In addition to developing the rural economy, it is necessary to focus on developing and providing services and utilities for rural people so that they can use and enjoy them right where they live or close to where they live. Only then can we ensure the highest goal of livable villages is achieved, which is to ensure the improvement of the material and spiritual life of rural people,” Mr. Phuong Dinh Anh emphasized.
