The conference was attended and co-chaired by Party Central Committee member, Deputy Head of the Central Propaganda Department Lai Xuan Mon; Deputy Secretary of the Da Nang City Party Committee Nguyen Dinh Vinh and Deputy Chief of the Standing Office on Human Rights, Major General Nguyen Van Ky.
At the Conference, representatives of the Ministry of Foreign Affairs, the Ministry of Information and Communications, and the Standing Office on Human Rights presented reports and thematic discussions on the implementation of the main tasks and solutions in Resolution No. 47/NQ-CP dated April 15, 2024 of the Government on the Government's Action Program to 2030 to implement Conclusion No. 57-KL/TW of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situation, associated with the characteristics of 14 provinces and cities in the North Central and Central Coast regions; the core and key contents in Conclusion No. 71-KL/TW dated February 16, 2024 of the Politburo on a number of major tasks and solutions to implement the foreign policy of the 13th National Party Congress.
In addition, delegates also listened to the topics on the viewpoints, guidelines and policies of our Party and State on human rights issues; achievements in ensuring human rights in Vietnam; combating and refuting distorted information and arguments about the human rights situation in Vietnam; human rights issues at multilateral and international forums and Vietnam's behavior; orientations for human rights work in the coming time, focusing on foreign information work on human rights.

Speaking at the Conference, Party Central Committee member and Deputy Head of the Central Propaganda Department Lai Xuan Mon assessed that in recent times, foreign information and human rights work has achieved important results, especially through recent domestic and international events, contributing to enhancing Vietnam's position and prestige in the international arena.
We are in an important stage of preparing for the 14th National Congress of the Party, along with taking on important responsibilities on the international level, especially as a member of the United Nations Human Rights Council (term 2023-2025) and re-election for the term 2026-2028. Opportunities and advantages are intertwined with new challenges, including conflicting information, distortions, and sabotage of the country's construction and development, negatively affecting the image, position, and prestige of Vietnam.
In that context, Mr. Lai Xuan Mon requested the leaders of the Steering Committees of provinces and cities to continue to thoroughly grasp Conclusion No. 57-KL/TW on continuing to improve the quality and effectiveness of foreign information work in the new situation, raising awareness among cadres, party members and people about the importance of foreign information work; strengthening coordination, innovating content, diversifying methods of foreign information, stepping up the fight against false and distorted arguments of hostile forces about the human rights situation in Vietnam; increasing resources, improving material conditions and capacity of cadres working in foreign information and human rights.

In addition, the Deputy Head of the Central Propaganda Department requested the leaders of the Steering Committees of provinces and cities to proactively and effectively utilize favorable conditions from the domestic and international context to enhance innovation in thinking and methods of implementing foreign information work. In particular, the provinces and cities in the North Central region, the Central Coast and the Central Highlands need to focus on information and strong propaganda about the rich history and unique cultural heritage; information about efforts and achievements in economic development, ensuring social security, ensuring and promoting human rights.
In addition, the provinces and local cities in the North Central, Central Coast and Central Highlands regions need to innovate methods and be creative in information content based on the application of scientific and technological advances and digital transformation; mobilize all domestic and foreign resources to effectively serve the foreign information task, contributing to the successful implementation of the national development goals set by the 13th National Congress of the Party.
