The Ministry of Education and Training has just issued guidelines to provinces and cities on the implementation of secondary education tasks for the 2024-2025 school year, according to công văn (official document) No. 3935/BGDĐT-GDTrH signed by Deputy Minister Phạm Ngọc Thưởng.

Implement the 2018 program across all grade levels.

Accordingly, the Ministry of Education and Training requests provinces and cities to implement the 2018 General Education Program for all grade levels. This includes focusing on preparing the necessary conditions for implementing the 2018 general education program for grades 9 and 12, ensuring the completion of the academic year's curriculum and improving the quality of secondary education. Preparations should also be made for organizing a comprehensive evaluation of the implementation of the 2018 general education program for the period 2020-2025.

The official document outlines several specific tasks. Regarding the implementation of the secondary education program, provincial education and training departments must address four key issues: developing and implementing school education plans; effectively implementing teaching methods and approaches; effectively implementing assessment methods and approaches; and improving the quality of vocational education and career guidance.

For the development and implementation of the school's educational plan, secondary education institutions must develop plans and organize teaching and learning in accordance with the school's teaching staff, facilities, and teaching equipment.

In particular, the Ministry of Education and Training noted that the development and distribution of curricula for natural sciences , history, geography, experiential activities, and career guidance must be in line with the actual situation in order to effectively utilize the capabilities of the school's teaching staff.

Specifically, continue implementing the foreign language curriculum according to the 2006 program for students who have not yet learned a foreign language according to the 2018 program.

With elective subjects and elective study topics, schools need to strengthen the arrangement of separate classes for each elective subject and organize effective counseling for students registering for and selecting subjects and study topics.

Schools need to develop plans and organize the implementation of school culture, integrating human rights education content and effectively integrating educational content on learning and following the ideology, ethics, and style of Ho Chi Minh.

Avoid using materials from textbooks to prevent rote memorization in literature class.

To ensure the effective implementation of assessment methods and forms, educational institutions must first conduct assessments in accordance with regulations, without exceeding the required learning outcomes of the curriculum.

It should be noted that assessment plans should be developed in accordance with the teaching plan; and periodic assessments should be strengthened through practical exercises and learning projects.

Effective implementation of testing and evaluation methods and forms also requires secondary education institutions to strengthen the development of question banks and matrices for testing according to the learning objectives of the subject curriculum; preparing 9th-grade students to familiarize themselves with the orientation of the 10th-grade entrance exam, and 12th-grade students to familiarize themselves with the orientation of the high school graduation exam.

In addition to the above, the guidance document from the Ministry of Education and Training also emphasizes strengthening the conditions for ensuring the quality of secondary education, such as developing the network of schools and classes; developing the teaching staff and educational management personnel; ensuring the availability of textbooks and local educational materials; and enhancing physical facilities, teaching equipment, and learning materials.
