According to the Ministry of Education and Training, in the 2024-2025 school year, preschools will increase by 2,327 classes and general education by 7,150 classes. This will cause teacher shortages to continue in many localities.

A representative of the Ministry of Education and Training said that in the 2024-2025 school year, according to preliminary reports from localities, due to the continued increase in the number of students, the number of classes will increase, of which preschool will increase by 2,327 classes and general education will increase by 7,150 classes.

Data from the Ministry of Education and Training also shows that by the end of the 2023-2024 school year, the country has 1,251,377 teachers, of which the public school system has 1,102,818 teachers (including 1,042,807 permanent teachers and 48,923 contract teachers), and the non-public school system has 148,559 teachers. Compared to the 2022-2023 school year, the number of teachers at all levels of preschool and general education increased by 17,253 teachers.
In the 2023-2024 school year, 19,474 teachers were recruited nationwide. However, the number of students is constantly increasing, leading to an increase in the number of classes, leading to a shortage of teachers in most localities. Specifically, in the 2023-2024 school year, the number of junior high school classes increased by 7,198 classes (equivalent to an increase of 13,676 teachers), the number of junior high school classes increased by 1,213 classes (equivalent to an increase of 2,729 teachers) compared to the 2022-2023 school year.

Teacher shortage is a burning issue for the education sector as it has to carry out comprehensive and fundamental reforms in education with many new subjects, new requirements, and increased teaching and learning time.
The Ministry of Education and Training said that to overcome the shortage of teachers, the Ministry and localities will continue to implement solutions to perfect the system of policies and laws on treatment, recruitment, use and honoring of teachers; increase recruitment of the number of teachers who have been granted positions; implement reasonable decentralization of management, increase the initiative of the facilities to recruit, use and develop the teaching staff effectively, sustainably and with quality.
