The US requested the investigation after soldiers from Israel's Netzah Yehuda unit were accused of involvement in the death of Omar Assad, a 78-year-old Palestinian-American, in 2022.
Assad died of a heart attack after being detained in the West Bank. Assad’s body was found at a construction site, with a plastic cuff around his wrist. The Israeli military said soldiers temporarily gagged Assad with a strip of cloth and handcuffed him with plastic cuffs because he was uncooperative.

Battalion commander Netzah Yehuda was reprimanded and two other officers were fired, but Israeli military prosecutors decided not to pursue criminal charges, saying there was no link between the soldiers' mistakes and Assad's death.
US State Department spokesman Matthew Miller said the department completed its assessment in April and confirmed that four other Israeli units, in addition to Netzah Yehuda, had corrected violations within their ranks.
For the Netzah Yehuda unit, after carefully reviewing new information from the Israeli government, the US State Department determined that the violations had been effectively addressed, allowing the unit to continue receiving security assistance.
The US Leahy Act, introduced by Senator Patrick Leahy in the late 1990s, prohibits providing military aid to individuals or security units involved in serious human rights violations without being prosecuted.
