According to the US Navy's announcement, Rear Admiral Michael Wosje, commander of Carrier Strike Group 1 (CSG-1), said: "Professional engagement with allies, partners and friends in the region allows us to build on existing strong relationships and continue to learn from each other."

According to him, the US and the Philippines are strong allies, "sharing the common goal of a free and open Indo-Pacific, ensuring access to the seas".

Each subsequent MCA builds on the previous one, allowing for increased levels of complexity and interoperability, thereby promoting and enhancing combined capabilities, tactics, techniques, and procedures.

“Bilateral exercises in the region have grown in size, scope, and complexity,” said Capt. Matthew Thomas, commanding officer of the Nimitz-class aircraft carrier USS Carl Vinson (CVN 70). “We are proud to participate in this collaborative effort to maintain regional stability and enhance deterrence.”

MCA exercises are conducted in accordance with international law and with respect for the safety of maritime operations and the rights and interests of other countries.

Participating units include the Carl Vinson Carrier Strike Group and a US Navy P-8A aircraft assigned to the Commander of Task Force 72, along with the Gregorio del Pilar-class offshore patrol vessel BRP Andrés Bonifacio (PS 17) and the Jose Rizal-class guided missile frigate BRP Antonio Luna (FF 151) of the Philippine Navy.
