The uprising to seize power in Xuan Bieu was the earliest revolutionary uprising in the two provinces of Bac Giang and Bac Ninh and the earliest uprising in the whole country right after the Japanese-French Directive on fighting each other and our actions.

Attending the ceremony were Senior Lieutenant General, Academician, Hero of the People's Armed Forces Nguyen Huy Hieu, former member of the Party Central Committee, former Deputy Minister of National Defense; representatives of Bac Giang province's leaders, Hiep Hoa district's leaders and a large number of people from Xuan Cam commune.

The speech at the ceremony emphasized: In the first decades of the 20th century, our country was occupied and dominated by French colonialists and Japanese fascists. They tried to exploit our country's resources and minerals, plunder our wealth, and brutally oppressed and exploited our people.

Under the leadership ofthe Communist Party of Vietnam , our people united to fight for national independence. Throughout the country, the revolutionary movement developed strongly.

Following the call of the Party, the people of Xuan Cam in general and the people of Xuan Bieu village in particular, with a tradition of ardent patriotism, not afraid of hardship and sacrifice, soon awakened to the revolution and wholeheartedly followed the Party.

From 1940 onwards, many outstanding children of Xuan Cam commune, especially Xuan Bieu village, were enlightened with revolutionary ideals such as: Comrade Nguyen Ba Minh (aka Kiem E), Comrade Le Van Quynh, Comrade Ngo Dinh Luc and many other comrades...

Many families in Xuan Bieu village have become red addresses to hide and protect the safety of cadres of the Party Central Committee and the Northern Regional Party Committee operating in Xuan Bieu village, such as the families of Mr. Dao Van Canh, Nguyen Ba Minh and many other families in the village.

Xuan Bieu has become a reliable revolutionary base, a red address that ensures absolute safety, sheltering, helping, and protecting high-ranking Central Party officials in their activities such as comrades Hoang Quoc Viet, Ngo The Son, Nguyen Trong Tinh...

By early 1945, the revolutionary movement in Xuan Bieu was boiling, with a strong mass force, strong defense force, and self-defense forces ready to fight and wait for the order to revolt.

Implementing the Japanese-French Directive on fighting each other and our actions, on the evening of March 12, 1945, under the direction of comrade Le Thanh Nghi, special envoy of the Party Central Committee, comrade Nguyen Trong Tinh, Head of the Party Executive Committee of Bac Giang province, along with nearly 300 loyal cadres, the self-defense force and thousands of people holding swords, sticks, and torches marched to Xuan Bieu communal house. The self-defense force led the village chief and the trembling puppet government; brought all the diplomas, seals, books and records to the revolutionary government.

Comrade Le Thanh Nghi declared the abolition of the puppet government of the fascist empire, the establishment of a revolutionary government, the establishment of the National Liberation Committee with comrade Nguyen Ba Minh (aka Kiem E) as Chairman, and comrade Le Van Quynh as Chairman of the Provisional Front.

The puppet government collapsed, the new government, the revolutionary government was established in Xuan Bieu and continued to lead the revolutionary movement to develop strongly in neighboring communes and districts. The uprising to seize power in Xuan Bieu was successful, bringing great joy to all the people.

Xuan Bieu Communal House is ranked by the state as a special national monument (ATK II).

In the memoirs of the late Deputy Prime Minister Le Thanh Nghi, it was written: "The uprising to seize revolutionary power in Xuan Bieu was a red spark to ignite a sky of revolutionary fire" ; like a thunderous signal, encouraging, urging, and motivating the people of all classes in the communes in the district and neighboring communes to stand up and fight, wiping out the gangs of invaders and their henchmen.

After the victory of the uprising in Xuan Bieu, the self-defense force of Xuan Cam, together with the people of Trung Dinh and the people in the district, captured Vat fort and destroyed the rice warehouse to save the people from starvation. The self-defense force of Xuan Cam, the core of which was the self-defense force of Xuan Bieu village, together with the self-defense forces of the district's communes, attacked and liberated the district.

The victory of the uprising to seize power in Xuan Bieu in 1945 also demonstrated the loyalty, will and determination of the people of Xuan Cam commune in general and the people of Xuan Bieu in particular, who wholeheartedly followed the Party; were brave and loyal, despite the enemy's brutal repression, stood up to seize power for the people, contributing to the success of the August Revolution in 1945.

The victory of the uprising in Xuan Bieu is also a testament to the Party's skillful and wise leadership, calling on the people to rise up and fight, overthrow the gangs of invaders and traitors, regain independence for the nation, and freedom and happiness for the people.

In recent years, the people of Xuan Cam commune have kept pace with the general development of the country. The Party Committee, government and people of Xuan Cam commune are united, determined and strive to compete to carry out the set political tasks. Up to now, all 5 villages have achieved model new rural areas, of which 2 villages Xuan Bieu and Cam Xuyen have achieved smart new rural areas. Xuan Cam commune is the first commune to complete the criteria and be recognized as a model new rural commune in 2024.

For many consecutive years, the Party Committee of Xuan Cam commune has been recognized as a Party Committee that has fulfilled its tasks well or better, in which in 2023 and 2024 it was assessed as having excellently fulfilled its assigned tasks. With the efforts of the Party Committee, the government, socio-political organizations and the people, in 2024, Xuan Cam commune was awarded the Emulation Flag by the Government.
