The year 2025 is of special importance, being the "finish line" year for implementing the 5-year socio-economic development plan 2021 - 2025. This is an opportunity for Thai Binh city to make a breakthrough, achieve the highest goals set, and create a solid foundation for a new development stage.

A vibrant urban economic picture

In 2024, with the great efforts and determination of the entire political system and the consensus of the business community and people, Thai Binh city achieved and exceeded 13/16 socio-economic development targets, ensuring national defense and security, marking a strong development step. This result demonstrates the drastic and flexible management solutions of the city's Party Committee and government.

Right from the beginning of the year, the city has innovated its direction and management methods; assigned specific and detailed tasks to departments, offices, units and localities; synchronously implemented key tasks, creating momentum in socio-economic fields. The spirit of "Responsibility, discipline, strengthening reform, seizing opportunities, breaking through to rise up" has spread, becoming the driving force and strength to overcome difficulties and challenges, achieving outstanding achievements: Total production value reached 54,646 billion VND, up 7% over the same period. In particular, the trade, service, industry and construction sectors had a good growth rate, meeting the economic restructuring and in line with the growth trend. Industrial production value reached 35,342 billion VND, up 7% thanks to the strong promotion from industrial park infrastructure projects and investment in processing and manufacturing industries. The construction industry also recorded significant growth, with production value reaching VND7,650 billion, up 6.1% thanks to the completion of key projects on transportation, urban infrastructure and commercial housing.

State budget investment continues to be an important fulcrum for the city's development. Total development investment capital from the state budget reached VND 757.5 billion, an increase of 15.2% compared to 2023. This capital source is effectively allocated to transport infrastructure projects, urban embellishment and residential area development. Investment projects on the city's ring road, main road expansion and central area embellishment projects play an important role in upgrading infrastructure, creating favorable conditions for economic development and attracting investment. The trade and service sector has proven its role as one of the city's strongest growth drivers in the past year. Total retail sales of goods and consumer service revenue reached VND 23,568.7 billion, an impressive growth of 16.9% over the previous year.

The city continues to focus on urban planning and development, thereby creating development momentum, building modern urban areas, innovative urban connections, maximizing the city's potential and competitive advantages, and removing infrastructure bottlenecks.

Administrative reform and improvement of the investment and business environment have made fundamental changes, highly appreciated by investors; for the third consecutive year, the city has led the District and City Competitiveness Index (DDCI). Up to now, the city has selected 14 housing development projects with an area of ​​nearly 400 hectares and a registered capital of nearly 30,000 billion VND; currently, there are 8 projects in progress with site clearance on an area of ​​330 hectares and a registered capital of 24,000 billion VND, including a number of large-scale, modern projects, creating a premise for building and developing the city in a civilized and modern direction according to Resolution No. 03-NQ/TU, dated November 25, 2021 of the Provincial Party Committee.

According to Mr. Dinh Gia Dung, Chairman of the City People's Committee, 2025 is identified as a year of acceleration, breakthrough, and reaching the finish line, with special significance, striving to complete at the highest level the goals set out by the Resolution of the 28th City Party Congress, contributing to the successful implementation of the Resolution of the 20th Provincial Party Congress, creating favorable conditions for the city to enter a new development stage, the city builds programs, plans, projects, and tasks to organize and implement appropriately; clearly identifies key and key tasks to be completed, strives with the highest political determination and greatest efforts; ensures a double-digit economic growth scenario, contributing to the implementation of the province's economic growth target in 2025 at a double-digit level.

Accordingly, the city strives for a production value increase of 12.5% ​​or more in 2025, with an average income per capita of 95 million VND. Focus on promoting investment attraction, especially in the fields of trade and services; mobilize resources for economic development and urban development; continue to innovate and restructure production sectors associated with growth model innovation, improve quality and competitiveness; focus on removing difficulties and obstacles, promoting administrative procedure reform, digital transformation, creating an open and favorable investment and business environment. Effectively implement the plan to implement the master plan for city construction, creating a driving force for economic growth; speed up the completion of socio-economic infrastructure construction projects, urban development projects. Strengthen urban management, resource management and environmental protection. Continue to resolutely carry out site clearance for projects. Comprehensively develop cultural and social fields, ensure social security, improve people's material and spiritual life. Enhance the application of information technology; strengthen discipline and administrative order, enhance the role and responsibility of leaders in directing, operating and implementing tasks, especially at the grassroots level.

Setting a target of double-digit economic growth by 2025 in the context of many objective fluctuations is an extremely heavy task for the leader and each official of Thai Binh city. However, with a high determination to complete the difficult task, the city is focusing on removing each bottleneck, renewing thinking, reforming administration, and unlocking resources to achieve the set goals.
