Timely supplement and expand beneficiaries of early retirement policy according to Decree No. 178/2024/ND-CP

In order to promptly resolve problems arising in the process of implementing policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system, the Politburo issued Notice No. 75-TB/TW, the Government issued Decree No. 67/2025/ND-CP, which adjusted the scope and expanded the beneficiaries of the early retirement policy according to Decree No. 178/2024/ND-CP.

Relieve your mind, create consensus

As one of the officials under the management of the Provincial Party Committee Standing Committee, although he still has 36 months of work left and meets the age requirement for re-election according to Directive No. 35-CT/TW of the Politburo, Mr. Le Hong Son, Chairman of the Provincial Farmers' Association, still voluntarily wrote a letter of application for early retirement. According to Notice No. 75-TB/TW and Decree No. 67/2025/ND-CP, Mr. Le Hong Son belongs to the group of subjects who are eligible for the policy under Decree No. 178/2024/ND-CP, which is a cadre who meets the age requirements for re-election and reappointment of the same-level Party Committee with a working period from the date of the congress starting from 30 to 60 months before retirement age, and who wishes to retire early to create conditions for personnel arrangement and is approved by the competent authority (stipulated in Clauses 1, 2, 3, 4, Article 2 of Decree No. 177/2024/ND-CP).

Mr. Le Hong Son shared: With the responsibility of a party member who always sets an example, I accept to sacrifice personal interests to facilitate the province in arranging the organization of the political system; especially in the context of implementing the two-level government model, merging provinces, not organizing district levels, merging communes, many young and qualified cadres do not have jobs. I am very excited that the Party and State have policies to support cadres, civil servants, public employees and workers who voluntarily retire early according to Decrees No. 177/2024/ND-CP and 178/2024/ND-CP and even more excited when there is a policy to adjust the scope and expand the beneficiaries of the early retirement policy according to Decree No. 178/2024/ND-CP. The timely promulgation of policies has contributed to motivating, encouraging and relieving the worries of cadres, civil servants, public employees and workers in general, and myself in particular, before retiring.

Mr. Vu Dang Hung, Deputy Head of the Organization Board of Vu Thu District Party Committee, is also one of the officials who voluntarily wrote an application for early retirement, although at the time of writing the application, there was no Notice No. 75-TB/TW and Decree No. 67/2025/ND-CP. After working in many positions for more than 36 years, Mr. Hung now has only 28 months left until retirement age.

Mr. Hung confided: The proactive adjustment of the scope and expansion of the beneficiaries of the early retirement policy under Decree No. 178/2024/ND-CP is very suitable for the current situation, not only to encourage cadres who are not old enough to be re-elected or re-appointed like myself, but also to create conditions for the reorganization of the political apparatus at all levels. I am very looking forward to and excited to have this policy, because it is both a general recognition of the Party and the State and creates conditions for cadres, civil servants, public employees, workers and armed forces to feel secure when returning to their localities and stabilizing their lives.

Problem solved

Decrees No. 177/2024/ND-CP and 178/2024/ND-CP are considered to be one of the outstanding policies to facilitate the arrangement of cadres, civil servants and public employees in the organizational structure, while retaining cadres, civil servants and public employees with capacity, qualifications and dedication.

In Thai Binh, immediately after the Government issued Decrees No. 177/2024/ND-CP and 178/2024/NDCP, departments, branches, units and localities disseminated, thoroughly understood and organized implementation to cadres, civil servants, public employees and workers affected by the organizational restructuring.

According to Mr. Le Hong Son, Chairman of the Provincial Farmers' Association: The policy of reorganizing and streamlining the apparatus is completely correct, in line with the current trend, and is an important condition to bring the country into a new era - the era of national development. The policies and regimes under Decrees No. 177/2024/ND-CP and 178/2024/NDCP are very important, not only contributing to stabilizing the lives of cadres, civil servants, public employees and workers after retirement but also contributing to implementing the reorganization and streamlining of the apparatus according to the roadmap. However, there is an unreasonable point because the policy stipulated in Decree No. 178/2024/ND-CP is higher than the policy stipulated in Decree No. 177/2024/ND-CP (on the regime and policies for cases of non-re-election, re-appointment and cadres who quit their jobs or retire at will) issued at the same time, causing many disadvantages for cadres when they voluntarily retire according to Decree No. 177/2024/ND-CP.

That problem was promptly resolved when, after just over 3 months of implementation, the Politburo issued Notice No. 75-TB/TW and most recently on March 15, 2025, the Government issued Decree No. 67/2025/ND-CP amending and supplementing a number of articles of Decree No. 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.

Accordingly, 3 groups of subjects are added to enjoy the policy under Decree No. 178/2024/ND-CP including: Cadres who are not old enough to be re-elected or re-appointed and cadres who are eligible for re-election or re-appointment at the same level with a working period from the date of the congress starting from 30 to 60 months are old enough to retire and cadres who are participating in the Party Committee at the Party Committees must end their activities, consolidate the organization and apparatus, and have 60 months or less are old enough to retire, and who wish to retire early to create conditions for personnel arrangement and are approved by competent authorities (stipulated in Clauses 1, 2, 3, 4, Article 2 of Decree No. 177/2024/ND-CP); Cadres, civil servants, public employees, and workers receiving salaries from the state budget according to the provisions of the labor law before January 15, 2019 who have 5 years left until retirement age in public agencies and units of the Party, the State, and socio-political organizations from central to district levels and the armed forces are not directly affected by the reorganization of the apparatus but must streamline the payroll, streamline the apparatus, restructure and improve the quality of the contingent of cadres, civil servants, and public employees of the political system; people working within the payroll quota and receiving salaries from the state budget at associations assigned by the Party and the State at the central and local levels due to the direct impact of the reorganization, consolidation, and merger of the apparatus.

Ms. Bui Thi Nien, Party Cell Secretary, Head of Co Dong Village, Dong Quan Commune (Dong Hung) said: The arrangement and streamlining of the organizational apparatus also affects the psychology and job positions of many people, however, for the common development of the homeland and the country, this is a necessary thing to do. Notice No. 75-TB/TW and Decree No. 67/2025/ND-CP were issued promptly and have very practical significance, ensuring the rights and interests of cadres, civil servants, public employees and workers affected by the arrangement of the organizational apparatus.
