The report on the education and training development plan and the state budget estimate for 2025 by the Department of Education and Training of Ho Chi Minh City said that the city's education and training sector currently has more than 91,000 cadres, teachers, workers and over 1.7 million students at all levels. The sector is large in scale with favorable conditions and also the difficulties of a dynamic, diverse city, with many pressures on high quality according to the development requirements of society.
With the above characteristics, to complete the goals and plans in the coming time, the Department of Education and Training of the city recommends that the Ministry of Education and Training study and amend Joint Circular 06/2015 on regulations on the list of job positions and the number of employees in public preschools, specifically ensuring that there are enough 3 people for 3 job positions: Accounting, clerical and school health.
Amending Circular 13/2020 of the Ministry of Education and Training on promulgating regulations on standards for facilities of kindergartens, primary schools, secondary schools, high schools and multi-level general schools. Specifically, allowing Ho Chi Minh City to calculate the construction floor area/child.

The Ho Chi Minh City Department of Education and Training has set a goal that by 2025, 50% of the city's high school graduates will achieve foreign language proficiency level 2 or higher according to the 6-level foreign language proficiency framework for Vietnam.
The Department of Education and Training of the City also proposed to adjust Decree 46/2017 of the Government because currently, some non-public preschools meet the requirements in terms of facilities and qualified staff but cannot become schools due to the location of the land for which they are applying for permission to establish preschools, most of which are not educational planning land, so non-public preschools only exist in the form of groups and classes. At the same time, review the circular regulating national standard schools for provinces and cities with large immigrant populations.
In particular, for the Government: Issue a decree for officials and specialists working at the Departments of Education and Training and the Departments of Education and Training to receive seniority allowances from the education and training sector.
The Ho Chi Minh City Department of Education and Training aims to have 300 classrooms per 10,000 school-age people (from 3 to 18 years old) by 2025, 80% of primary schools with 2 sessions per day, 60% of secondary schools and 80% of high schools with 2 sessions per day in each district.
In addition, by 2025, the city also aims for 90% of children aged 3 and over to attend kindergarten; 99% of children in preschools are not malnourished, underweight or stunted; and the rate of obese children is reduced to less than 10%. At least 24 schools at each level of preschool, primary, secondary and high school will follow the high-quality program "Advanced schools, international integration"; schools in the city strive to build smart school models.
In particular, by 2025, 50% of high school graduates in the city will achieve foreign language proficiency level 2 or higher according to the 6-level foreign language proficiency framework for Vietnam, 30% of high school students will have foreign language proficiency that meets international standards; 90% of high school graduates will have basic information technology application skills, 30% of students will have international standard computer skills...
