Recently, the Ministry of Education and Training issued an official dispatch guiding the Departments of Education and Training to carry out primary education tasks for the 2024-2025 school year.
One of the notable contents is the guidance on organizing the teaching of foreign languages 1 according to the primary school curriculum.
Accordingly, the Ministry encourages educational institutions to socialize foreign language teaching to increase study time, teach foreign languages through math and science topics and teach some subjects in foreign languages.
This form of socialized foreign language teaching needs to be based on the voluntary spirit of parents.

The Ministry also encourages schools to increase the organization of foreign language practice for students through experiential activities and reading books and stories, and to create foreign language environments outside the classroom, playgrounds, and exchanges for students.
Regarding the general tasks, the Ministry of Education and Training requests that the Departments of Education and Training effectively implement the Primary Education Program; strengthen school safety; effectively implement decentralization of management associated with accountability in organizing the implementation of the school year plan according to regulations and in accordance with local practices.
The local education sector needs to focus on implementing plans to develop the network of schools and classes and ensuring facilities and teaching equipment; maintaining and improving the quality of universal primary education and implementing primary education as compulsory education according to the provisions of the 2019 Education Law.
Another key task is to continue improving the quality of teachers and managers; develop plans for recruitment, training, fostering and self-fostering to have enough teachers, ensuring the quality of teaching subjects and educational activities according to the Primary Education Program; effectively implement the work of regularly evaluating and fostering teachers and managers according to professional standards and principal standards.
Departments of Education and Training also need to promote digital transformation, innovate school management and administration; implement democratic school management, discipline, order, quality and effective education in primary education institutions.
In addition, localities need to continue to carry out inspection, examination and supervision according to their authority; exploit and use textbooks, learning resources and teaching equipment effectively and appropriately in practice; flexibly apply teaching methods and forms to develop students' qualities and abilities.
