Delegates listened to representatives of the Provincial Economic Zone and Industrial Park Management Board report on the results of implementing tasks in 2024 and the first months of 2025, and key tasks and solutions in 2025. Notably, in 2024, the Management Board performed well in planning and constructing the Economic Zone and a number of Industrial Parks; management of natural resources and environment; management of enterprises and labor; management and operation of technical infrastructure of Industrial Parks and actively reforming administrative procedures, improving the investment and business environment. Investment promotion and attraction work achieved many results, the Management Board granted new and adjusted 101 projects with a total registered investment capital of VND 19,866 billion. Up to now, there are 369 investment projects in the Economic Zone and Industrial Parks that are still in effect with a total registered investment capital of about VND 208,000 billion; the industrial land occupancy rate of Industrial Parks reached about 63%. Implementing Directive No. 42-CT/TU, dated January 15, 2025 of the Provincial Party Standing Committee, the Management Board has reviewed and analyzed the potentials and space of the economic zones and industrial parks, and developed a scenario to achieve the growth target with the target of attracting FDI capital of 1.2 billion USD, industrial production value increasing by 22%, construction value increasing by 15 - 17% compared to 2024. In 2025, the Management Board will implement 5 groups of tasks, solutions and propose and recommend to the Provincial Party Committee and the Provincial People's Committee a number of contents to promote the development of economic zones and industrial parks more effectively.
At the meeting, delegates focused on discussing and clarifying the potentials, strengths, difficulties and obstacles affecting the work of attracting investment and developing production and business of enterprises, and at the same time discussed solutions to overcome them.

The representative of the Lien Ha Thai Industrial Park infrastructure investor said: In addition to drastic administrative reform, shortening the time to process investment procedures, the province needs to speed up the construction of key traffic routes, build seaports soon, clear land faster to create clean industrial land to attract investment projects. To attract large projects, the province and industrial parks also need to have a roadmap for implementing carbon credits, organizing human resource training, and improving information technology infrastructure to meet the needs of investors in the high-tech sector.
The representative of VSIP Industrial Park infrastructure investor suggested that it is necessary to invest in power supply infrastructure for the Industrial Park, use renewable energy and modern telecommunications infrastructure, build green and smart Industrial Parks; early construction of housing for workers in the Industrial Park will also contribute to attracting investment and creating conditions for secondary projects to operate stably and effectively.
Representatives of infrastructure investors in Hai Long Industrial Park and Hung Phu Industrial Park said that sea traffic connection for the economic zone needs to be invested in soon with seaport projects already in the planning, which will create more advantages to attract international investors to Thai Binh.

Speaking at the meeting, Mr. Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized: Industrial park infrastructure investors need to soon study and have investment plans for institutions such as worker housing, schools, etc. to create a synchronous ecosystem to help develop industrial parks. The province agrees on the implementation of the policy of reclaiming the sea, developing high-quality human resources to meet the recruitment needs of enterprises, investing in developing information technology infrastructure, promptly clearing land to create clean land funds, ensuring power sources for projects, etc. The Provincial People's Committee will resolutely direct the removal of bottlenecks, difficulties, and obstacles to unlock development resources.
Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council once again affirmed: The Economic Zone is a strategic location, a driving force for the province's socio-economic development. Therefore, investors need to implement projects quickly and effectively to meet the province's expectations, not allowing slow investment to cause waste of resources and potential complications. Each industrial park infrastructure investor must choose to attract high-quality projects that contribute greatly to the state budget; coordinate and advise the province on solutions for human resource training associated with job creation after training to ensure synchronization and practicality...
Concluding the working session, Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, acknowledged and highly appreciated the role and responsibility of the Provincial Economic Zone and Industrial Park Management Board in the management, construction and promotion of industrial development in the economic zone and industrial parks in the area with encouraging results in recent times.
However, the Provincial Party Secretary said that the results still did not meet the province's expectations. Currently, there are still some shortcomings, including the lack of large projects that create momentum and economic development momentum for the province; the investment capacity and investment attraction capacity of some industrial park infrastructure investors are still limited; the low occupancy rate of industrial land not only causes waste of resources but also affects the economic growth rate; the lack of connection between industrial park infrastructure investors makes the province's investment attraction results not high.
The Provincial Party Secretary also pointed out some limitations in the state management of departments, branches and localities such as the responsibility for implementing investment in connecting traffic infrastructure projects is still slow; the quality of human resource training and power source development has not met practical requirements; the mechanism and policies to support and encourage investment in economic zones, the management and operation mechanism are slow to innovate; the land allocation targets for industrial zones are not timely; the level and capacity to attract investment are not high, these are shortcomings that need to be overcome soon.
To solve difficulties and challenges while creating advantages for the province to contribute to attracting investment and developing the socio-economy, the Provincial Party Secretary requested departments, branches, localities, especially the Provincial Economic Zone Management Board and Industrial Parks to innovate themselves, promptly complete local adjustments to the planning of the Economic Zone, clarify the vision, philosophy, and long-term development orientation. To promote the advantages of the province, there must be specialized industrial parks, green and smart industrial parks. Adjusting the seaport development strategy requires prioritizing planning and investment, expanding space towards the sea; increasing land funds for industrial development.
To improve the effectiveness of attracting investment, the Provincial Party Secretary requested the Management Board and investors of industrial park infrastructure to study and promulgate support mechanisms and policies, regulations on investment rates, and infrastructure rental prices that need to be unified, attractive, and competitive with other localities. Improve investment promotion capacity and link together in attracting investment; accelerate investment in infrastructure from connecting traffic systems, information infrastructure, electricity, water to technical infrastructure of industrial parks. Pay attention to and prioritize human resource training with specific mechanisms, policies, and solutions to meet practical requirements. In land allocation and site clearance, departments, branches, and localities should coordinate with investors to focus on faster implementation. Invest in institutional works such as social housing, worker housing, schools, urban areas, and services for development. Strongly reform administrative procedures in a simple and easy-to-implement direction to help investors' investment, production and business activities be convenient and effective.
The Provincial Party Secretary emphasized: The Management Board of the Economic Zone and Industrial Parks of the province needs to focus on building and improving the capacity of the unit, have plans to supplement human resources, invest in facilities and information technology to meet increasingly high requirements and tasks. Departments, branches, localities, and industrial park infrastructure investors closely coordinate with the Management Board to effectively carry out planning, management, construction, and improve the quality of investment attraction in the coming time so that the Economic Zone and Industrial Parks can truly be the locomotive and spearhead of the province's economic development.
