To prepare for the new school year, the Department of Education and Training of Tu Mo Rong District (Kon Tum) has reviewed and coordinated with the Department of Internal Affairs to advise the District People's Committee to issue a plan to recruit teachers and staff who are still lacking. According to the plan to recruit teachers, in the 2024-2025 school year, Tu Mo Rong District will recruit 64 positions for education officials from preschool to secondary school. For primary school, the district lacks 13 teachers for English, computer science, music and physical education; secondary school lacks 22 positions for teachers for English, technology, math, computer science, literature, history and fine arts.

Mr. Nguyen Thanh Huy, Principal of Mang Ri Primary and Secondary Boarding School for Ethnic Minorities (Tu Mo Rong District), said that the school is currently short of a math teacher but has not been able to recruit one. The reason is that Circular 18 of the Ministry of Education and Training requires that teachers must have a university degree, which disqualifies teachers with college degrees. Meanwhile, teachers with university degrees choose localities with favorable conditions to apply for the exam. Due to the lack of teachers, the school's principals and vice principals have been mobilized to participate in teaching.

Mr. Le Van Hoang, Head of the Tu Mo Rong District Education and Training Department, said that according to regulations, newly recruited teachers must have a training certificate according to professional title standards during the probationary period. Newly recruited teachers who do not have to undergo probationary period must supplement the certificate within 1 year from the date of recruitment. This regulation has also caused difficulties in recruiting teachers.

In Kon Plong district, there are 731 staffing quotas, but up to now, there are still 79 positions that have not been recruited. Meanwhile, of the recruited staffing quotas, there are 34 teachers who have not met the standards.

Difficult transportation in remote areas, while unsuitable salaries also affect the recruitment of teachers in Kon Tum province.

In addition, the locality is facing a situation where many teachers change jobs or quit their jobs. According to statistics, from 2022 to now, Kon Plong district has 146 cadres and teachers who have quit their jobs or transferred jobs. This has greatly affected the quality of education in the locality.

Mr. Pham Van Thang, Vice Chairman of Kon Plong District People's Committee, said that the district has sent a plan to Kon Tum Provincial People's Committee to recruit about 80 teachers. According to Mr. Thang, the reason for the shortage is that teachers are requesting to transfer to work in the plains and favorable areas. Every year, about 30 teachers request to transfer to work outside the locality.

In addition, recruiting teachers according to quotas is difficult because teachers from primary school level and above must have a university degree. In addition, it is also very difficult to recruit teachers of single subjects such as IT, music, and English. According to Mr. Thang, in case of not recruiting enough teachers according to quotas, the district will have a plan to rearrange and assign teachers. Secondary school teachers who have free periods can be transferred to primary school to teach.

Ms. Nguyen Thi Nhung, Deputy Chief of Office of the Department of Education and Training of Kon Tum province, said that for the district's schools, preschool level is still lacking many teachers.

According to Ms. Nhung, recruiting teachers for preschool and primary schools requires them to meet standards and have a university degree. In addition, difficult transportation in remote areas, while unsuitable salaries also affect recruitment.

On August 7, speaking with Thanh Nien reporters, a representative of the Kon Tum Province Department of Home Affairs said they were still waiting for districts to compile statistics on the number of teachers missing. Only after having specific data will there be a recruitment plan.
