Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 79 directing ministries, branches and localities to effectively implement the Land Law, Housing Law and Real Estate Business Law, in order to create new momentum for socio-economic development and create a favorable investment and business environment for enterprises and people.
The dispatch clearly stated: Implementing the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15 and the Real Estate Business Law No. 29/2023/QH15, the Government, the Prime Minister, and local ministries and branches have urgently developed and promulgated detailed regulations under their authority to take effect from August 1, 2024, concurrently with the Laws.
In order for the new policies of the Land Law, Housing Law, and Real Estate Business Law to be effectively implemented, the Prime Minister requested the Ministers of the Ministries of Natural Resources and Environment, Construction, Finance, Home Affairs, and Labor - Invalids and Social Affairs to promptly guide and organize training for localities on the new policies stipulated in the Laws and detailed regulations to effectively organize implementation and bring the new policies into practice.
Direct the inspection, supervision and guidance on the issuance of detailed regulations according to the authority prescribed in the Law and Decrees detailing the implementation of the Law in localities, and report to the Prime Minister before August 20, 2024.

The Prime Minister also requested to immediately review, announce, urge and guide localities to publicly announce administrative procedures on the Government's Public Service Portal, the electronic information portals of ministries, branches and localities, and publicly post them at places where administrative procedures are received according to the provisions of law so that people and businesses know, implement and monitor the implementation.
Organize propaganda, dissemination and legal education widely among all classes of people, business community, overseas Vietnamese about innovations in land, housing and real estate business laws and policies, especially on access rights to land and housing; rights, obligations and concerns of the State towards social policy subjects; decentralization and delegation of power; reform of administrative procedures; incentives, investment attraction, land prices... to raise awareness and responsibility in law enforcement and supervision of law implementation.
Develop publications on land law, housing, real estate business, question and answer handbooks, including publications in ethnic languages, to widely disseminate to people in all regions and areas across the country.

The Head of Government requests ministries and branches, according to their assigned authority and functions and tasks, to direct, guide, monitor and inspect the implementation of the Land Law, Housing Law and Real Estate Business Law; promptly guide and remove arising problems within their authority; and report to the Prime Minister on issues beyond their authority.
People's Councils and People's Committees of provinces and centrally-run cities focus resources, ensure necessary conditions, direct the implementation of the Land Law, Housing Law, Real Estate Business Law, especially the implementation of new powers and tasks prescribed in the Laws;
Besides, proactively coordinate with relevant ministries and branches to resolve problems arising in local practice.
"Promptly report to the Government and the Prime Minister on issues beyond authority, and do not let congestion occur that affects socio-economic development and the legitimate rights and interests of people and businesses," the Prime Minister requested.
For localities that have not yet issued detailed regulations under the authority prescribed in the Law and the Decrees detailing the implementation of the Law, the Prime Minister requested that they be urgently completed before August 20, 2024.
