Information and communication infrastructure planning for the period 2021 - 2030, vision to 2050.

The objective is to raise awareness and responsibility for implementing Decision No. 36/QD-TTg dated January 11, 2024 of the Prime Minister approving the Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050 (Planning); provide guidance for ministries, branches and People's Committees of provinces and centrally run cities in coordinating with the Ministry of Information and Communications and relevant units to effectively implement the Information and Communications Infrastructure Planning.

The plan to implement the Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050, is developed based on the provisions of Article 45 of the Law on Planning, including the following main contents: Public investment projects; investment projects using capital sources other than public investment capital; land use plans; policies and solutions on implementing legal provisions on planning and on developing and using resources to implement the Planning.

Prioritize the allocation of public investment capital using state budget capital to implement information and communication infrastructure development projects.

Specifically, regarding public investment projects: Prioritize the allocation of public investment capital using state budget capital to implement information and communication infrastructure development projects chaired by ministries, branches, and localities (Ministries, branches, ministerial-level agencies, agencies under the Government, People's Committees of provinces/cities) in accordance with the Information and Communication Infrastructure Planning. In which:

Group of priority investment information and communication infrastructure projects chaired, organized and coordinated by the Ministry of Information and Communications: (1) Group of postal infrastructure projects, including projects serving state management of postal services; (2) Group of digital infrastructure projects, including projects serving state management of telecommunications; (3) Group of information technology application projects, including projects serving state management of information technology application; (4) Group of information technology industry projects, including projects serving state management of information technology industry; (5) Group of network information security and cybersecurity projects, including projects serving state management of network information security and cybersecurity.

Group of priority investment information and communication infrastructure projects chaired, organized and coordinated by ministries, branches and localities (Ministries, branches, ministerial-level agencies, agencies under the Government, People's Committees of provinces/cities): (1) Group of digital infrastructure projects, including projects serving state management of telecommunications; (2) Group of information technology application projects, including projects serving state management of information technology application; (3) Group of information technology industry projects, including projects serving state management of information technology industry; (4) Group of network information security and cybersecurity projects, including projects serving state management of network information security and cybersecurity.

Investment projects using capital sources other than public investment capital include a group of priority information and communication infrastructure projects implemented by enterprises, specifically: (1) Postal infrastructure project group; (2) Digital infrastructure project group, including projects providing information for state management of telecommunications; (3) Information technology application project group; (4) Information technology industry project group; (5) Network information security and cybersecurity project group.
