Accordingly, for the general task, the Ministry of Education and Training requests the Departments of Education and Training to effectively implement the Primary Education Program issued with Circular No. 32/2018/TT-BGDDT dated December 26, 2018 of the Minister of Education and Training; strengthen school safety assurance; effectively implement decentralization of management associated with accountability in organizing the implementation of the school year plan according to regulations and in accordance with local practices.

Focus on implementing the planning for the development of the school and classroom network and ensuring facilities and teaching equipment; maintain and improve the quality of universal primary education and make primary education compulsory according to the provisions of the 2019 Education Law.

Continue to improve the quality of teachers and managers; develop plans for recruitment, training, fostering and self-fostering to have enough teachers, ensuring the quality of teaching subjects and educational activities according to the Primary Education Program; effectively implement the work of evaluating and regularly fostering teachers and managers according to professional standards and principal standards.

Promote digital transformation, innovate school management and administration; implement democratic school management, discipline, order, quality and effective education in primary education institutions.

Continue to carry out inspection, examination and supervision work according to authority; exploit and use textbooks, learning resources and teaching equipment effectively and in accordance with practice; flexibly apply teaching methods and forms to develop students' qualities and abilities; launch and organize emulation movements, and replicate advanced models in teaching and learning.

In addition to the general tasks, the Ministry of Education and Training also guides the Departments of Education and Training on specific tasks.

Regarding the implementation of the General Education Program, the Ministry of Education and Training guides the Departments of Education and Training on implementing solutions to ensure school safety; implementing educational programs and plans; organizing the teaching of Foreign Language 1 and Information Technology according to the Primary Education Program; effectively organizing the teaching of Ethnic Minority Languages; implementing local education content according to the General Education Program; implementing STEM education; improving the effectiveness of teaching methods and forms and methods and forms of assessment and implementing joint programs with foreign elements.

Regarding the tasks of implementing the planning for the development of the school and class network; consolidating and improving the quality of universal education and implementing equity in access to education, the Ministry of Education and Training guides the Departments of Education and Training on the following contents: reviewing and reasonably planning the school and class network; consolidating and improving the quality of universal education and ensuring the effectiveness of education quality assessment, building schools that meet national standards; implementing solutions to enhance Vietnamese for ethnic minority students and teaching Vietnamese to ethnic minority children before entering first grade; implementing education for children with disabilities; street children; effectively implementing flexible and combined classes.

In addition, the document also guides specific tasks related to consolidating and enhancing conditions to ensure educational quality; strengthening the implementation of innovation in educational management; launching emulation movements and promoting communication work.
