Support Quang Ngai fishermen to register fishing vessels

According to statistics from the provincial Fisheries Department, the whole province has more than 1,000 fishing vessels with "3 no's" (no registration, no inspection, no fishing license) and are therefore not allowed to participate in fishing. To remove difficulties for this number of fishing vessels, the Ministry of Agriculture and Rural Development has issued Circular 06 supplementing and replacing Circular 23 on fishing vessel inspectors; recognition of fishing vessel inspection facilities; ensuring technical safety of fishing vessels and fisheries inspection vessels; registration of fishing vessels and fisheries service vessels; deregistration of fishing vessels and marking of fishing vessels.

Implementing Circular 06, from June 2024 to present, the provincial Department of Fisheries has coordinated with border guards and localities to propagate and guide fishermen to carry out procedures for registration, inspection, and licensing of fishing vessels; coordinated with tax departments of districts, towns, and cities to remove difficulties for ship owners when declaring registration fees according to regulations.

"Because I arbitrarily converted my fishing boat and changed the machinery and equipment on the boat against regulations, my boat has not been registered, inspected, or licensed for a long time. Without any papers, the boat had to anchor and I went with another boat, making life difficult. Recently, I was guided by border guards and the fisheries sector to complete the paperwork so that the authorities could license my fishing boat. I am very happy because I am about to go out to sea to fish on my own fishing boat," said fisherman Bui An, in Pho Thanh ward (Duc Pho town).

Currently, the authorities have classified the “3 no” fishing vessels into 2 groups to carry out the procedures for registration, inspection, and licensing of fishing. Of which, the group of vessels from 6m to under 12m must declare and register, have confirmation from the local authorities of their residence and pay the prescribed fee. For the group of vessels over 12m, in addition to performing the same as the group of vessels from 6m to under 12m, they must also carry out inspection before submitting the application.

As of July 25, 2024, the provincial Department of Fisheries has inspected fishing vessels in Ly Son district and 11 coastal communes/wards in the province. As a result, 350 fishing vessels were inspected, 34 fishing vessels (from 6m to under 12m in length) were registered, and 28/34 fishing vessels with "3 no" fishing licenses were issued.

Director of the Department of Agriculture and Rural Development Ho Trong Phuong said that the “3 no” fishing vessels are one of the major obstacles to overcoming the European Commission’s recommendations on combating illegal, unreported, and unregulated (IUU) fishing.

Implementing Circular 06 of the Ministry of Agriculture and Rural Development, the province strives to have all “3 no” vessels inspected, registered, inspected and granted operating licenses by December 31, 2024. After this period, vessels that are qualified but do not complete the registration procedures will not be considered or processed. This is the last chance for “3 no” fishing vessels to complete the legal documents in accordance with regulations to participate in fishing at sea.
