Hai Phong promotes investment in Shenzhen city, Guangdong province

From August 4 to August 10, a delegation from Hai Phong City led by Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, visited, worked and promoted investment in Shenzhen City, Guangdong Province, China.

On the morning of August 5, the delegation of Hai Phong City visited and worked with the Shenzhen General Chamber of Commerce.

Speaking at the meeting, Mr. Le Tien Chau shared that in recent years, Hai Phong has always been one of the localities with the highest growth rate in the country, maintaining double-digit growth. Hai Phong is also a bright spot in attracting FDI and has always maintained its position in the top of the country.

With advantages in geographical location; synchronous infrastructure system, convenient transportation connecting inter-provincial, inter-regional and international; the largest seaport system in the Northern region of Vietnam; Hai Phong's logistics infrastructure system has high connectivity between modes of transport by road, rail, inland waterway, sea and air. From there, it is very convenient to connect multimodal transport; favorable investment and business environment with preferential policies for enterprises. Hai Phong has become an attractive destination for large corporations, domestic and foreign enterprises, including many Chinese enterprises such as TP Link, Autel, Tongwei...

Presenting a report on investment attraction, Mr. Le Anh Quan, Permanent Vice Chairman of Hai Phong City People's Committee, said that the total foreign investment attraction in the city in 2023 reached 3.62 billion USD, ranking second in the country in terms of investment attraction. In the first 7 months of 2024, it is estimated to reach 1,572.03 million USD, equal to 77.15% over the same period in 2023, reaching 78.6% of the 2024 attraction plan.

Up to now, Hai Phong has 975 valid foreign investment projects with a total registered investment capital of 30.65 billion USD. Of these, 405 projects are from Chinese investors (including mainland China, Taiwan, Hong Kong), with a total investment capital of 6.14 billion USD. The main investment sectors are electricity, electronics, textiles, footwear, plastics, packaging, and chemicals. Typical projects are Regina Miracle (1 billion USD), Pegatron (800 million USD), Flat (300 million USD), USI (215 million USD), Chilisin (170.28 million USD)... Hai Phong currently has 2 industrial parks (IPs) with Chinese investment: Do Son IP and An Duong IP.

Regarding investment attraction potential, in addition to Dinh Vu - Cat Hai Economic Zone and 14 effectively operating industrial parks, Hai Phong is actively establishing 15 more industrial parks to be ready to attract new investors, including investors from China.

“Hai Phong still has a lot of room to attract investment. Therefore, we hope to attract investors and businesses that are interested and have potential in the fields that Hai Phong city is prioritizing to attract investment such as: electronic products and high technology, seaport services and logistics, trade, tourism... from China in general, from Shenzhen City in particular to survey and invest in Hai Phong”, Mr. Chau emphasized.

The delegation of Hai Phong city visited and worked in Shenzhen city this time, in addition to the purpose of enhancing high-level leadership exchanges, to further deepen the cooperative relationship between Hai Phong and Shenzhen in various fields.

The Secretary of the Hai Phong Party Committee affirmed: “We wish to bring the image of Hai Phong closer to our partners and friends in Shenzhen, learn about the needs of businesses, and create opportunities to connect Hai Phong businesses with Shenzhen businesses. Hai Phong City is committed to accompanying and creating the most favorable conditions for Chinese businesses and investors in the process of learning, surveying and investing in Hai Phong. Your success is the success of our city.”

Then, on the afternoon of August 5, at the meeting to discuss cooperation contents with Shenzhen Holdings Investment Joint Stock Company, Hai Phong Economic Zone Management Board and Tham Viet Investment Joint Stock Company signed a Memorandum of Understanding on cooperation to support the implementation of Tham Viet Company's Industrial Real Estate Investment Consulting Center in Hai Phong City.

The leaders of Hai Phong City requested Tham Viet Company to coordinate with the Hai Phong Economic Zone Management Board and relevant agencies so that the Company's Consulting Center can operate well and successfully attract more Chinese investors to the City. Continue to pay attention to and research investment in the construction of worker housing projects and social housing for workers in industrial parks, upgrade technical infrastructure, urban traffic systems, water supply, drainage, and waste treatment systems to create an attractive investment environment and attract large investors.

In particular, the Company is requested to pay attention to and take care of employees working at the enterprise by taking advantage of the Resolutions of Hai Phong City on training to improve employees' skills, supporting costs for employees to buy social housing...; Creating conditions for political organizations to operate, especially Party organizations such as supporting the development of Party organizations, encouraging employees to join the Party ranks.

Regarding Shenzhen Holdings Company, Hai Phong City leaders have requested the Company to continue to pay attention to expanding investment projects in the city and calling for investment attraction in Hai Phong City. Focus on mobilizing and inviting businesses operating in fields where Shenzhen City has strengths such as electronics, logistics... to invest in the City; support Hai Phong businesses to access the Chinese market; seek partners, promote investment, tourism, services, trade; create attractive tourist destinations for Chinese and international tourists. Hai Phong City is committed to creating the best conditions for Chinese businesses in general and Shenzhen City in particular.

Currently, Hai Phong City is implementing the construction of a second economic zone - the Southern coastal economic zone with the orientation of a green, ecological economic zone, closely following the international trend of ESG: Environment - Society - Governance with special preferential policies, including a free trade zone. Therefore, the Company is requested to pay attention to researching to implement new projects and calling for investment partners in this new area with many outstanding strengths.

On the same day, the Hai Phong City delegation visited and worked at the China Special Economic Zone Research Center, Shenzhen University, Guangdong Province. The China Special Economic Zone Research Center is a key research institution in Science, Society and Humanities - the only academic research institution on Special Economic Zone issues. Currently, the Center has become an academic consulting agency in the field of research on Special Economic Zone issues of important influence in China and the world.

In order to expand the economic development space and attract investment, the City is also studying the establishment of the 20,000-hectare Southern Hai Phong Coastal Economic Zone with projects such as Tien Lang International Airport, Nam Do Son Port, Free Trade Zone, industrial parks, industrial clusters, and new urban areas.

Therefore, Hai Phong City hopes that the China Special Economic Zone Research Center will share its experiences on special economic zones, free trade zones and development models in Shenzhen. These experiences will help Hai Phong in promoting the establishment of a free trade zone in the near future.
