Hai Phong wants to soon pilot a free trade zone model

On August 2, in Hai Phong, the Central Economic Committee and the Hai Phong City Party Committee held a conference to review 5 years of implementing Resolution No. 45 - NQ/TW dated January 24, 2019 of the 12th Politburo on building and developing Hai Phong City to 2030, with a vision to 2045.

Speaking at the opening of the conference, Hai Phong City Party Secretary Le Tien Chau shared that on November 14, 2017, at a working session with Hai Phong City, the late General Secretary Nguyen Phu Trong suggested that Hai Phong could consider asking the Politburo to issue a new Resolution on local development in line with future trends, orientations and desires.

From the suggestion of the late General Secretary, Hai Phong City has urgently summarized 15 years of implementing Resolution 32 and deployed the construction of a new Resolution.

Resolution No. 45 of the Politburo was issued, which is a guideline for the development of Hai Phong with very clear orientations. This Resolution has specified mechanisms and policies strong enough for the city to promote all potentials, advantages, and make a strong breakthrough.

After 5 years of implementing Resolution No. 45, Hai Phong has achieved many important results. Hai Phong City has gradually affirmed its role as a major socio-economic center of the Red River Delta and the whole country.

However, Mr. Chau also frankly stated that Hai Phong still faces many difficulties and challenges in the process of implementing Resolution No. 45. He cited that Hai Phong has internal difficulties but also difficulties related to the general mechanism.

Specifically, Resolution 45 sets the goal of Hai Phong leading the country in industrialization and modernization, but in reality, Dinh Vu - Cat Hai Economic Zone has only filled about 80% of its industrial land. The development of industrial zones and clusters in Hai Phong is still slow compared to the plan.

Hai Phong City is one of the fastest growing localities in the country, but the system of specific policies and mechanisms to promote development is still quite modest, not strong enough to create a strong driving force for local development, commensurate with the potential and position of the city.

Resolution 45 also sets the goal for Hai Phong to become an international center for education and training. However, investment in education and training in this locality is not yet commensurate with the demand. Hai Phong is in dire need of centers for training high-quality human resources to serve the development of advanced and modern industries...

Hai Phong City hopes to receive more opinions and specific solutions to focus on implementing and speeding up the progress of a number of key breakthrough tasks in the coming time.

Hai Phong hopes to soon establish and invest in the Southern Hai Phong Coastal Economic Zone to become the growth engine of the Port City in the coming period.

At the same time, Hai Phong also hopes to soon complete the system of specific development policies and mechanisms, pilot the Hai Phong City Free Trade Zone model; focus on improving the quality of human resources, promoting the attraction of high-quality human resources; especially prioritizing the transport infrastructure system connecting with seaports in the city to promote the full efficiency and capacity of the seaport system...

At the conference, Deputy Minister of Planning and Investment Tran Quoc Phuong said that in order to achieve the goals set out in Resolution 45 of the Politburo, Hai Phong needs to focus on implementing groups of tasks and solutions such as: piloting a number of new, breakthrough, local-specific mechanisms and policies in a reasonable correlation with other cities in the country; implementing decentralization and delegation of power associated with the responsibilities of local authorities;...

In his concluding remarks at the Conference, Deputy Head of the Central Economic Commission Nguyen Hong Son emphasized that after this preliminary review conference, the Steering Committee for the preliminary review of Resolution 45 of the Politburo (Steering Committee) will propose recommendations to competent authorities to issue a Conclusion on "Continuing to implement Resolution No. 45 - NQ/TW dated January 24, 2019 of the 12th Politburo on building and developing Hai Phong City until 2023, with a vision to 2045".

The Steering Committee will supplement and perfect specific mechanisms and policies for the development of Hai Phong City, especially in financial and budget management; land management; planning management; improving the income of officials and civil servants; training, applied research and development of science and technology, especially for sectors such as maritime, oceanography, marine economy, etc.
