Hanoi takes advantage of its strengths to attract semiconductor industry

Talking about Hanoi's advantages in attracting investment in developing the semiconductor industry, Director of the Hanoi Center for Investment, Trade and Tourism Promotion Nguyen Anh Duong said that the Capital Law No. 39 dated June 28, 2024 identifies semiconductors as a priority sector to attract strategic investors in the capital. Strategic investors selected according to regulations in the semiconductor sector will enjoy many investment incentives of Hanoi such as: Investors are exempted from land and water surface rent for 10 years and 50% reduction in land and water surface rent for the remaining period; at the same time, a corporate income tax rate of 5% is applied, of which corporate income tax is exempted for 4 years and 50% reduction in income tax payable for the next 9 years. Furthermore, Hanoi is piloting the establishment of a venture capital fund using the budget to invest capital in high-tech enterprises. With a strategic location, the best conditions in terms of human resources, development level, support from the city government and FDI enterprises, Hanoi is considered one of the provinces and cities developing the semiconductor manufacturing industry in the country.

However, according to Professor Nguyen Mai - Chairman of the Association of Foreign Investment Enterprises, Hanoi also faces many challenges to develop the semiconductor industry such as: Energy issues, urban technical infrastructure system issues. Vietnam in general and Hanoi in particular are currently lacking the basic stages of the semiconductor industrial ecosystem including technology, chain, human resources, capital, data, energy. Faced with the above challenges, to effectively exploit the potential and advantages of the capital, Mr. Mai said that Hanoi needs to further improve the coordination between the capital government and central ministries, branches, scientific institutes, and universities in attracting investment in the semiconductor industry to contribute to increasing FDI capital for the capital. “In addition, Hanoi needs to build a list of investment incentive projects that not only focus on the semiconductor industry but also encourage future technologies such as AI, Blockchain, Fintech, modern services, and training high-quality human resources. These areas are closely related to the semiconductor industry,” Mr. Mai emphasized.

Similarly, the Rector of the University of Technology (Vietnam National University, Hanoi) Chu Duc Trinh said that Hanoi should develop human resources in the short, medium and long term, creating a stable and long-term human resource supply to meet the labor needs of the semiconductor industry in general and FDI enterprises in particular. At the same time, it is necessary to have a long-term strategy, timely breakthrough solutions to seize development opportunities, take advantage of strengths and solutions to encourage enterprises to invest and develop in the semiconductor sector.
