The Hanoi People's Committee has just issued Official Dispatch No. 989/UBND-KGVX directing units on the implementation of the budget for medical examination and treatment under health insurance in 2025 according to Decision No. 472/QD-TTg of the Prime Minister.

Accordingly, the City People's Committee assigned the Social Insurance Region I to: notify the estimated health insurance expenditure for 2025 to medical examination and treatment facilities according to the estimated health insurance expenditure for health examination and treatment assigned by the Vietnam Social Insurance to the Social Insurance Region I in accordance with the guidance documents of the Vietnam Social Insurance;

Preside over and coordinate with the Department of Health, medical facilities and relevant agencies to implement solutions to effectively manage and use the health insurance fund and estimate the health insurance treatment costs assigned in 2025...;

Strengthen communication work on health insurance, have solutions to mobilize people to participate in health insurance suitable for each target group, complete the assigned health insurance coverage target to achieve the goal of developing health insurance according to Resolution No. 28-NQ/TW dated May 23, 2018 of the 7th Conference of the 12th Party Central Committee on reforming social insurance policies; Report on the situation of using the estimated cost of health insurance for medical examination and treatment in 2025 to the City People's Committee according to regulations.

The City People's Committee also assigned the Hanoi Department of Health to preside over and coordinate with the Social Insurance of Region I and relevant agencies to inspect and examine the use of the health insurance fund, prevent abuse and profiteering from the health insurance fund;

Medical examination and treatment facilities under the Department of Health also need to comply with regulations on medical examination and treatment, drug prescription and technical services in accordance with professional procedures; the Department of Health will advise the City People's Committee to request the Ministry of Health to strengthen inspection and adjustment of health insurance examination and treatment costs at hospitals under the Ministry of Health.

The Department of Finance is assigned the task of transferring state budget funds to pay health insurance for subjects guaranteed by the state budget, participating in the management of the health insurance fund according to regulations.

Health insurance medical examination and treatment facilities in the city must develop plans and solutions to manage and control health insurance medical examination and treatment costs, ensuring savings and efficiency.

These facilities must ensure proper implementation of regulations on medical examination and treatment, adequate supply of medicines, medical supplies and technical services for health insurance participants; proactively review and adjust the increased costs of health insurance examination and treatment, especially unreasonable costs as warned by the social insurance agency...
