The plan aims to ensure timely, unified, synchronous implementation and raise awareness of relevant agencies, organizations and individuals in organizing the implementation of Decree No. 56/2024/ND-CP, contributing to improving the quality and efficiency of legal organizations and individuals working in legal affairs at specialized agencies under the City People's Committee, state-owned enterprises and public service units of the city.

Accordingly, the city will focus on disseminating and popularizing the contents of Decree No. 56/2024/ND-CP; reviewing and making statistics on legal organizations, civil servants and public employees working in legal affairs in the city; perfecting legal organizations, appointing civil servants in the legal sector; providing professional training and inspecting the implementation of Decree No. 56/2024/ND-CP.

The City People's Committee assigned the Department of Justice to preside over and coordinate with relevant departments, agencies, units and organizations to implement the plan. Monitor and urge relevant agencies, units and organizations to implement it to ensure the set goals, requirements and progress.

The Department of Home Affairs presides over and coordinates with relevant agencies, units and organizations to advise on the arrangement and consolidation of legal organizations and legal staff at departments, state-owned enterprises and public service units in the city; presides over and coordinates with relevant agencies, units and organizations to advise on the review and appointment of legal staff for qualified civil servants.

Departments, state-owned enterprises, and public service units shall coordinate with the Department of Justice, the Department of Home Affairs, and relevant departments to implement the plan according to their assigned functions and tasks; review all documents of agencies and units related to the functions, tasks, powers, and organizational structure of the legal organization to amend, supplement, or propose to competent authorities to promptly amend and supplement.

In addition, the City People's Committee assigned districts, towns and cities to focus on communicating and disseminating the implementation of Decree No. 56/2024/ND-CP locally so that officials and people can grasp it; direct the completion of legal organizations and legal staff at affiliated public service units according to regulations.
