Chairman of Hanoi People's Committee Tran Sy Thanh has just issued a plan to implement the investment and development project of 5 districts: Dong Anh, Gia Lam, Thanh Tri, Hoai Duc, Dan Phuong into districts. Of the 5 districts mentioned above, Dong Anh and Gia Lam have basically completed the investment and infrastructure construction phase to meet the criteria for establishing districts and wards. Thanh Tri and Hoai Duc districts are in the process of evaluating and recognizing the level of infrastructure development.

To ensure the set progress, the Hanoi People's Committee requires Dong Anh and Gia Lam districts to coordinate with the Department of Home Affairs and other departments to complete the project documents for the ministries and branches to appraise. Strive to submit to the National Assembly Standing Committee for approval the project to establish Dong Anh and Gia Lam districts in the fourth quarter of 2024 or the first quarter of 2025. For Thanh Tri and Hoai Duc districts, the Hanoi People's Committee requires proactive coordination with departments and branches to provide documents and data to evaluate the criteria for upgrading to districts. At the same time, develop solutions to speed up the completion of unmet criteria. Hanoi requires the above two districts to prioritize balancing investment capital for construction of works and projects to ensure completion of the criteria for upgrading to districts. Strive to submit to the National Assembly Standing Committee for approval the project to establish Thanh Tri and Hoai Duc districts by the end of 2025. For Dan Phuong district, it is necessary to continue reviewing the implementation status of the project; at the same time, evaluate the criteria, develop specific solutions to complete the project. The Hanoi People's Committee noted that Dan Phuong district should closely follow the departments and branches to remove difficulties and obstacles in the process of developing the project to become a district. Dan Phuong district is responsible for reporting to the city on the roadmap and proactively proposing plans, estimated time for preparing documents, and projects to establish districts. In 2023, the Hanoi People's Council approved the project to establish Dong Anh and Gia Lam districts. According to the project, Dong Anh has 24 wards, Gia Lam has 16 wards. For administrative units to become districts, the National Assembly Standing Committee needs to approve the project. Currently, Hanoi has 30 district-level administrative units, including 12 districts, 17 districts and 1 town. Of which, the 12 districts include: Ba Dinh, Hoan Kiem, Dong Da, Hai Ba Trung, Bac Tu Liem, Nam Tu Liem, Cau Giay, Ha Dong, Hoang Mai, Long Bien, Tay Ho and Thanh Xuan.
