Promote strengths, overcome weaknesses based on component indicators in the Hanoi PII Index, thereby proposing appropriate improvement solutions, promptly developing and promulgating complete policies.

Contribute to the successful implementation of the goals of science, technology and innovation development according to Program No. 07-CTr/TU dated March 17, 2021 of the Hanoi Party Committee, term XVII, 2020 - 2025; raise awareness and enhance the responsibility of all levels and sectors for improving and enhancing the PII Index and developing science, technology and innovation.

Regarding key tasks and solutions, continue to promote the implementation of Program No. 07-CTr/TU of the Hanoi Party Committee, term XVII, 2020 - 2025 on "Promoting the development of science, technology and innovation in Hanoi for the period 2021 - 2025", including solutions to promote innovation in the city.

Thoroughly disseminate the content and responsibility for implementing solutions to improve and enhance the PII Index of Hanoi City in 2024 and the following years to authorities at all levels, Departments, Boards, branches, districts, towns, science and technology organizations, universities - colleges and enterprises in the city to ensure specificity, close to functions, tasks and actual conditions.

Deploy propaganda and dissemination activities about the meaning and nature of the PII Index to the political system at all levels, sectors and people.

Focus on monitoring, advising, proposing and implementing solutions to improve and enhance the indexes of 7 pillars and 52 component indexes of the PII Index of Hanoi City.

The City People's Committee assigned the Department of Science and Technology to be the focal point for synthesizing and guiding the City's units to collect sufficient data and supporting documents to serve the annual calculation of the City's PII Index to ensure compliance with the requirements of the Ministry of Science and Technology.

Organize a working group to visit some localities with high component scores to learn and gain experience. Preside and coordinate with the Department of Home Affairs and relevant agencies, units and localities to propose rewards for collectives and individuals with outstanding achievements in implementing the Plan.

The Hanoi People's Committee requests the Vietnam Fatherland Front Committee of the city and political organizations, socio-political organizations, and professional organizations of the city; requires departments, branches, and chairmen of district and town People's Committees to proactively learn about the content, meaning of data sources, and calculation methods of each index.

Based on the assigned tasks, be responsible for organizing the good implementation of this Plan. Proactively propose tasks and solutions to enhance and improve the value of component indicators, contributing to improving the PII Index and Hanoi's ranking position. Coordinate with the host unit to carry out the tasks well.

The Hanoi People's Committee requires that tasks and solutions must closely follow the content and meaning of the component indicators of the PII Index. Clearly assign responsibilities to departments, branches, sectors and related units, and clearly state the progress of tasks and solutions to improve and enhance the PII Index of Hanoi in 2024 and the following years. Ensure close and regular coordination between the city's departments, branches and sectors and related units.
