Investing 2,000 billion VND in transportation to develop the economy

On August 6, speaking with Giao Thong Newspaper reporters, Mr. Pham Quang Hung, Director of the Ha Nam Province Construction Investment Project Management Board, said: "At the end of 2025 and early 2026, Ha Nam province will start a series of targeted traffic projects to complete the province's planned traffic infrastructure network and create a premise to promote socio-economic development."

Accordingly, there will be 3 projects implemented, including: Investment project to build a parallel road to Ring Road 5 - Capital Region (phase 1); Project to build the northern and southern collector roads of National Highway 38, Phu Ly - Kim Bang section; and investment project to complete the infrastructure of National Highway 38, from the intersection with National Highway 1, Phu Ly city bypass section to the intersection with National Highway 21B, Kim Bang district.

Of which, the two projects of the Ring Road 5 parallel road and the National Highway 38 feeder road project are invested by the Ha Nam Province Construction Investment Project Management Board. The remaining project is invested by the Ha Nam Department of Transport.

In addition to the target projects that Ha Nam province is preparing to implement in 2026, there are currently a number of major projects being implemented in Ha Nam, such as: The route connecting the two expressways Hanoi - Hai Phong with Cau Gie - Ninh Binh (the section through Ha Nam is 15.5km long, with a total investment of 700 billion VND - completed); Upgrading National Highway 21B, Cho Dau - Ba Da section (total investment of 525 billion VND - completed).

In addition, the regional connecting road project connecting National Highway 1 with Liem Son intersection to Tran Thuong Temple (Ly Nhan) and connecting to Tran Temple (Nam Dinh) worth 3,600 billion VND, completed in October 2026; Phu Thu Intersection (1,400 billion VND) completed in October 2026; Tan Lang Bridge project and regional connecting road connecting Ring Road 4 with Ring Road 5 (total investment of 1,496 billion VND) completed in 2026, the Parallel Road project with National Highway 21 worth 100 billion VND, the road connecting from Ba Sao Pagoda to Bai Dinh Pagoda...

Strive to shorten progress and soon promote investment efficiency

Mr. Hung said: For Ha Nam, the Ring Road 5 parallel road project is considered a key project to promote socio-economic development in the area bordering Hanoi. This is the province's third East-West corridor road after the road connecting the two expressways and the regional connecting road project (connecting National Highway 1A with Liem Son intersection to Tran Thuong Temple (Ly Nhan) and connecting to Tran Temple (Nam Dinh).

The route is expected to be 8.4km long, meeting the standards of a level III plain road. The road has a cross-section of 12m wide on each side of the parallel road. The middle part will be cleared first to later build Ring Road 5 according to the plan approved by the Prime Minister.

The route starts on National Highway 21B (right bank of Nhue River) connecting to the intersection of Le Cong Thanh extended road (in Tien Tan commune, Phu Ly city) and connecting to Phu Thu intersection (Phap Van - Cau Gie expressway), then connecting to the intersection of the two expressways at the intersection of Binh Nghia commune (Binh Luc).

This project was approved by the Provincial People's Council with an estimated investment capital of 1,450 billion VND, of which construction capital is 650 billion VND, the rest is compensation and site clearance.

“Currently, we are rushing to complete the project planning process to start construction at the end of this year. The project implementation period is calculated from 2024 (the time of investment preparation) to 2027. However, the unit will try to shorten the progress, bringing the project to the finish line earlier than expected,” said Mr. Hung.

The project of the 2 frontage roads on the South and North of National Highway 38 has a length of 3.1km on each side. This is an urgent project to improve the exploitation capacity of National Highway 38, reducing traffic congestion on the route when industrial parks and urban areas of Kim Bang come into operation.

In addition, the project also creates landscape and urban development space, creating a breakthrough in the tourism service industry as well as fully exploiting the strategic location advantages of Ha Nam province, contributing to the socio-economic development of Kim Bang district.

The project has a total investment of 694.61 billion VND, from the Ha Nam provincial budget. The project implementation period is calculated from the investment preparation stage (2024) and completed in 2027.

“The advantage of this project is that the amount of land cleared is not much, mainly agricultural land and unused urban land. Therefore, we aim to start and complete the project in 2026,” Mr. Hung shared.
