Mr. Nguyen Hoang Anh, can you give a general assessment of the results that the Committee has achieved recently?

- Mr. Nguyen Hoang Anh: After 5 years of operation, with the attention of the Party, the National Assembly and the Government, the Prime Minister and Deputy Prime Ministers, with the coordination of Central agencies, the support and companionship of the Party Committee of the Central Agencies and the Party Committee of the Central Enterprises, the activities of the Committee and 19 enterprises represented by the Committee have been achieving positive results.

Especially in the first 6 months of 2024, the world political situation witnessed many complex and unpredictable developments. Along with that, strategic economic - trade competition, technological confrontation between major countries, fluctuations in financial, monetary, commodity and transportation markets have had negative impacts on the regional and domestic economy, including the Groups and General Corporations represented by the Committee. In that context, the Committee and the Groups and General Corporations have made great efforts, resolutely and effectively implemented their tasks, and made many important contributions to the socio-economic development of the whole country.

Groups and General Corporations continue to demonstrate their core role in a number of industries and fields, creating significant revenue for the State budget, contributing to ensuring major balances, stabilizing the macro-economy, contributing to building infrastructure, creating development resources for industries, fields and the whole economy, and at the same time, implementing social security policies well.

One of the bright spots in the first half of 2024 is the consolidated revenue of 19 Groups and General Corporations under the Committee, estimated at more than 1 million billion VND, equal to 113% over the same period. Where does this success come from, sir?

- Mr. Nguyen Hoang Anh: In the first 6 months of 2024, the revenue of the Groups and General Corporations represented by the Committee is estimated to reach more than 1,000,000 billion VND, equal to 76.28% of the annual plan and 113% compared to the same period last year. Pre-tax profit is estimated to reach about 57,000 billion VND, equal to 127% of the annual plan and 127% compared to the same period in 2023. The value of payment to the State budget is estimated to reach more than 86,000 billion VND, equal to 75.24% of the annual plan.

To achieve this positive result, the Committee has issued and implemented the Action Program to implement Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP dated January 5, 2024 of the Government; in which, it sets out specific tasks and solutions for the Committee and enterprises represented by the Committee, in order to improve the operational efficiency of Groups and General Corporations; contribute to the successful completion of the tasks, goals and targets of the Socio-Economic Development Plan and the State budget estimate and improve the business environment, enhance national competitiveness in 2024.

The Committee has implemented synchronous solutions to direct and operate to support and promote corporations and general corporations to maintain production and business activities, maintain the role of state-owned enterprises as the core force of the state economy, lead and create development momentum for the economy, and effectively carry out political tasks assigned by the Party and the State. Actively innovate working methods and styles to improve the effectiveness of governance and operation. Timely remove difficulties and obstacles of corporations and general corporations in production, business, investment activities and rearrangement, restructuring, equitization, and divestment of state capital.

In addition, the Committee also proactively exchanges, gives opinions, and coordinates with State management agencies in the process of reviewing and resolving the work of enterprises for which the Committee represents the owners to promptly remove difficulties and obstacles for the operations of enterprises. Gives opinions to competent State agencies on draft legal documents, projects, and reports; especially draft documents directly related to the operations of enterprises and the Law on Management and Investment of State Capital in Production and Business Activities at Enterprises. Continues to review legal regulations related to production, business, investment, and enterprise restructuring activities, etc. to promptly detect inadequacies, conflicts, and overlaps and make recommendations to competent State agencies to amend, supplement, and perfect the legal system.

The Committee has also increasingly and professionally implemented the functions, tasks and responsibilities of the State ownership representative agency for 19 Groups and General Corporations. In particular, the Committee has directed the implementation of important investment projects of Groups and General Corporations under its authority, such as: Lot B gas - electricity project chain; Nhon Trach 3 & 4 Thermal Power Plant Project; Quang Trach I & II Thermal Power Plant Project; Ialy Hydropower Plant Expansion Project; 500kV transmission line projects of Nam Dinh I - Thanh Hoa Thermal Power Plant, 500kV transmission line of Nam Dinh I - Pho Noi Thermal Power Plant, 500kV transmission line of Quynh Luu - Thanh Hoa, 500kV transmission line of Quang Trach - Quynh Luu; Ben Luc - Long Thanh Expressway Construction Project; Construction projects of Passenger Terminal T2 - Cat Bi International Airport, Passenger Terminal T3 - Tan Son Nhat International Airport, Component 3 - Long Thanh International Airport Project Phase 1...

- Mr. Nguyen Hoang Anh: The press, radio and television are important bridges to convey information to the public about the role, importance and correctness of the Party and State in building and forming a specialized agency to manage the State capital invested in enterprises and separating the State management function from the function of representing the owner's capital.

The press agencies have also actively accompanied the Committee in disseminating the leading role of state-owned enterprises in the socialist-oriented market economy. In addition, the press agencies are also the place to receive and convey comments and feedback from all walks of life so that the Committee can improve and better perform its role; on that basis, propose to improve the legal corridor to help the Committee operate most effectively in accordance with its functions and tasks...
