Go Vap proposes to pilot authorization to approve school canteen and parking lot projects

Reporting at the meeting, Mr. Trinh Vinh Thanh - Head of the Department of Education and Training of Go Vap district - said that currently the district has 36/60 public schools with canteen and parking services.

Currently, these 36 schools have completed the project to implement canteen services, student parking, and boarding kitchens and sent it to the Finance and Planning Department and are waiting for the City People's Committee to approve. However, up to this point, no project has been approved.

According to the People's Committee of Go Vap District, if these projects are not approved in the upcoming new school year, it will cause difficulties for the operation of canteens, parking lots, and boarding kitchens at schools.

Therefore, based on the policy of proposing solutions and initiatives of districts from the People's Committee of Ho Chi Minh City, the People's Committee of Go Vap District boldly proposed to implement the "Pilot authorization to approve the Project on using public assets for business purposes and leasing at public service units".

Accordingly, the District People's Committee wishes to be authorized by the City People's Committee to approve projects for canteens, parking lots, and boarding kitchens in schools.

Currently, Go Vap District People's Committee has sent and is waiting for the City People's Committee to review and approve the implementation of this pilot.

According to the People's Committee of Go Vap District, up to now, the district is still able to implement parking lots, canteens, and school kitchens in primary and secondary schools because the district implements regulations on the use of public assets in the direction of paying revenues from parking lots and canteens into the budget.

Recently, many schools in some districts in Ho Chi Minh City had to temporarily close their canteens, kitchens, and parking lots after the conclusion of the City Inspectorate for not properly implementing the regulations in Decree No. 151/2017/ND-CP dated December 26, 2017. Specifically, there was no Project on using public assets for leasing and association approved by the Chairman of the City People's Committee.

Inconsistent land rental prices with market rental prices

It is worth mentioning that in Decree No. 151, public service units must determine rental prices in accordance with actual rental prices on the market and conduct asset rental auctions (rental prices are adjusted to increase according to market fluctuations and must not be lower than the auction winning price).

Therefore, based on the above regulations, the rental price of canteens, parking lots, etc. will be high, greatly affecting the payment level of students. This causes many difficulties and inconsistencies for schools in renting canteens, parking lots as well as implementing projects on using public assets.
