Sharing at a press conference on the socio-economic situation in Ho Chi Minh City on the afternoon of August 8, Mr. Dao Quang Duong, Deputy Head of the Land Economics Department, Ho Chi Minh City Department of Natural Resources and Environment, said that he is coordinating with departments and branches to complete the draft of the adjusted land price list and submit it to the next levels for approval.
Regarding the adjusted land price list, Mr. Duong said that the Department of Natural Resources and Environment of Ho Chi Minh City is currently coordinating with departments and branches to complete it properly.
Regarding public opinion that land prices have increased dramatically, Mr. Duong affirmed that this land price has not increased dramatically but is consistent with the actual situation in Ho Chi Minh City regarding land prices, according to the provisions of Clause 1, Article 200 of the Land Law; ensuring harmony of interests between the state, land users and investors, according to Clause 1, Article 159 of the 2024 Land Law.

Regarding the implementation of land procedures in recent days, the Department of Natural Resources and Environment has worked with the land registration office branches of 22 districts and Thu Duc City to obtain information. Accordingly, these activities are still taking place normally, without any unexpected changes.
"Regarding the settlement of land procedures from August 1 until the issuance of the land price list, almost all other provinces and cities are also stuck. We are coordinating with departments and branches to advise the Ho Chi Minh City People's Committee and report to central agencies for their opinions on handling," Mr. Duong shared.
On the other hand, for people using land in "suspended" projects, Mr. Duong said that since the 2024 Land Law was passed, departments and branches have been struggling to find a proposal to ensure the rights of the people, and departments and branches will coordinate to have a suitable proposal.
Another content provided in writing, the Department of Natural Resources and Environment of Ho Chi Minh City has issued a related document on the proposal to reduce the land area limit for residential land allocation in District 7, District 12, Binh Tan District and Thu Duc City.
Accordingly, District 2, District 9 and Thu Duc District have merged and established Thu Duc City, and at the same time, the land fund used to carry out land allocation to individuals is currently not much left.
Along with that, the urbanization speed in District 7, District 12, Binh Tan District and Thu Duc City is taking place strongly, with the current housing development status similar to District 6, District 8, Go Vap District and Binh Thanh District.
Currently, the density and land fund for housing construction in urban development planning areas in Binh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio districts are not inferior, and are even higher than in the town areas of these districts.
In addition, the demand for residential land for housing construction in all areas throughout Ho Chi Minh City is very high, but the remaining unallocated residential land fund is low.
For these reasons, the Department of Natural Resources and Environment drafted a Decision in the direction of regulating a reduction in the area limit for residential land allocation and narrowing the scope of administrative units applicable to each area of land allocation according to the limit.
Specifically, districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Go Vap, Binh Thanh, Phu Nhuan, Tan Binh, Tan Phu, Binh Tan and Thu Duc City are no more than 160 m2/individual.
Towns of districts and urban development planning areas in districts: Binh Chanh, Hoc Mon, Cu Chi, Nha Be, Can Gio are not more than 200m2 per individual.
Meanwhile, rural residential areas in communes of Binh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio districts will not exceed 250 square meters/individual.
