Dong Nai issues ultimatum after 2 missed deadlines for land clearance on Bien Hoa – Vung Tau expressway

TPO - After 2 missed deadlines, the site clearance progress of Bien Hoa - Vung Tau expressway continues to be incomplete and continues to be extended, requiring completion in August 2024.

On August 13, Dong Nai Provincial People's Committee had a working session with departments, branches and localities on the progress of compensation and site clearance (GPMB) for the Bien Hoa - Vung Tau Expressway Project (component projects 1 and 2).

According to the People's Committee of Long Thanh District, for the Bien Hoa - Vung Tau Expressway Project passing through the area, the total land area to be recovered is more than 290 hectares with 2,778 cases. Up to now, Long Thanh District has approved compensation and support plans for 1,844 cases with a total area of ​​about 161 hectares, reaching about 66% of the total land area to be recovered.

Long Thanh district has handed over more than 122 hectares to investors, of which component project 1 has handed over more than 36 hectares and component project 2 has handed over nearly 86 hectares.

For the section passing through Bien Hoa City, the total land area to be recovered is more than 59 hectares with 1,125 plots of land. Up to now, Bien Hoa City People's Committee has approved the compensation and support plan for an area of ​​more than 36 hectares, equivalent to about 63% of the land area to be recovered. Bien Hoa City has handed over to the investor more than 21 hectares for project construction, reaching about 36% of the total land area to be handed over. The leaders of Bien Hoa City People's Committee said that the project implementation progress is facing difficulties in resettlement, and many land transactions are done by hand, making it more difficult to process documents and hand over land.

Mr. Nguyen Ngoc Ha, Director of Project Management Board Component 2 of Bien Hoa - Vung Tau Expressway, said that at the construction site, contractors have deployed 34 construction teams with 375 personnel and 85 locomotives and equipment, but the output has not been high. However, the length of the land is not continuous, not contiguous, so the construction is not convenient. Many households have assigned land but only cleared it, not allowed to construct. Some important locations need to handle weak soil with a total construction time and waiting for subsidence of about 600 days, which is very time-consuming. Therefore, it will greatly affect the overall progress of the project completion.

Concluding the meeting, Acting Chairman of Dong Nai Provincial People's Committee Vo Tan Duc assessed that the progress of site clearance for the Bien Hoa - Vung Tau Expressway project passing through the province is very slow. For the Bien Hoa - Vung Tau Expressway project, the province has twice "missed the deadline" to hand over the site as committed to the Government. Therefore, in the coming time, relevant units must thoroughly grasp the spirit set forth by the Prime Minister, which is "only discuss, do not discuss back" in implementing the tasks.

The acting Chairman of Dong Nai Provincial People's Committee requested: "Currently, the Prime Minister requires Dong Nai to definitely hand over the site in August because it has been extended many times. No more promises, must finalize by August 30 to complete the work. Localities must strengthen the work of mobilizing people to hand over the site. Bien Hoa City and Long Thanh District need to speed up the construction of resettlement areas to arrange resettlement for people. After having the site, the province will work with investors and construction units to encourage and propose 3 shifts, 4 teams to speed up the progress."

Previously, the Prime Minister requested that by June 30, Dong Nai province must hand over all land to the construction contractor. Dong Nai province launched a campaign of "30 days and nights to accelerate land handover". However, by the end of June, the inventory work had basically been completed and only over 40 hectares of land had been handed over for the Bien Hoa - Vung Tau expressway. Dong Nai Provincial People's Committee continued to extend the deadline for the two localities and units to the end of July to hand over the land. However, by the end of July, Bien Hoa city had only handed over more than 20 hectares of land; Long Thanh district had handed over more than 100 hectares of land. About 1/3 of the land area had not been handed over for this expressway.

The Bien Hoa - Vung Tau Expressway project, approximately 54km long, started construction in June 2023. Of which, component project 1 is 16km long and invested by Dong Nai province, component project 2 is 18.2km long and invested by the Ministry of Transport, and component project 3 is 19.5km long and invested by Ba Ria - Vung Tau province. Up to now, component project 3 has been completed ahead of schedule and is expected to be technically opened to traffic on April 30, 2025.
