On August 13, Dong Nai province leaders had a working session with relevant units on the handover of land for Ho Chi Minh City Ring Road 3 through the province.

Ho Chi Minh City Ring Road 3 through Nhon Trach has two sections, including component project 1A and component 3. According to a report from Nhon Trach District People's Committee, the locality has so far assigned over 97 hectares.
Of which, component project 1A is stuck with 2 households, and is continuing to mobilize and handle. However, the handed-over site basically meets the needs of construction.
“The main problem is due to people complaining about land prices and some related procedures. The locality has asked for opinions from the province, and now basically all the problems have been resolved. From now until the end of August, we will continue to mobilize the remaining households to hand over the land,” said Mr. Nguyen Huu Thanh, Vice Chairman of Nhon Trach District People's Committee.

Many households have handed over the land, many households are still stuck with land prices.
According to Mr. Thanh, for component project 1A, the main route with My Thuan Project Management Board as the investor has basically handed over 100% of the land. For the parallel road alone, nearly 50 hectares have been handed over, reaching over 99%. The locality continues to review, mobilize people and have a plan to reclaim the remaining land this August.
For component project 3 alone, the total reclaimed area is about 65 hectares of 798 households. Up to now, the land has been temporarily handed over to the investor of nearly 50 hectares, reaching a rate of 75.6%.
Mr. Thanh said that the final stage in August is that the district will assign the Land Fund Development Center to pay compensation and support to households early. Priority is given to clearing land at important intersections with major roads such as: Kim Dong, Ly Thai To, Nguyen Ai Quoc, Hung Vuong, Ben Luc - Long Thanh Expressway.
"The district will mobilize more staff, work overtime to speed up related procedures, knock on each household's door to persuade people to hand over the land. In case people refuse to hand over the land, necessary measures will be implemented according to the provisions of law. We will complete compensation and hand over the land in full in September 2024," said Mr. Thanh.
Regarding this issue, Mr. Ngo The An, Director of the Dong Nai Traffic Construction Investment Project Management Board, said that component project 3 has three main construction packages. So far, only packages XL26 and 29 have been started, the remaining package has not been implemented due to some problems.
Of which, package 26 has completed bored piles for the bridge piers and abutments. Continue to construct the body and base of the remaining piers and abutments. For the completed road section, organic excavation, road shaping in some sections and the bypass section with Ben Luc - Long Thanh expressway. The new value has reached over 7%.
Contract package No. 29, the intersection with Road 25C, has completed the construction of bored piles for pier M2, pier T7 of the overpass, and is casting beams. Continuing to construct the drainage system along Route 25C. As for the intersection with Road 25B, the drainage system has been completed, the soil is being filled, and the roadbed is being compacted, with a value of over 8%. Cumulative total reached over 13% of capital plan.

According to Mr. An, because the land allocation is not continuous, many households have received compensation but have not yet moved their assets on the land, affecting the gathering and moving of motorbikes and equipment into the construction area.
“We request the People's Committee of Nhon Trach district to speed up the compensation and site clearance work, prioritizing the handover of important locations to ensure construction. In the coming time, we will also try to complete the remaining procedures to sign the remaining construction package contract to ensure the project's progress," said Mr. An.
Mr. Vo Tan Duc, acting Chairman of Dong Nai Provincial People's Committee, assessed that the project's progress is being delayed due to land acquisition problems, in which Dong Nai is still behind compared to other localities. This is a project that people in many southern provinces and the Government are very interested in. Therefore, the locality must increase site clearance to ensure synchronization with other component projects.
Mr. Duc requested Nhon Trach district to complete the handover of the remaining land in August.
"If the land is not handed over on time, the responsibility of local leaders will be reviewed. There are only a few days left, so the district needs to speed up mobilizing people to hand over the land. When the land is available, the contractor must level it immediately and must implement the remaining package. There will be rewards for units that quickly implement site clearance work and there will also be penalties for those who do not do well," said Mr. Duc.
Previously, the Chairman of Dong Nai Provincial People's Committee also requested the handover of the Ho Chi Minh City Ring Road 3 through Dong Nai before June 30. Then it continued to extend to July and this time the handover was extended to August.
