"The assessment needs to be close to the actual implementation process to have a basis for preparing for the development of 5-year plans for the next period" - the National Assembly Chairman stated. The National Assembly Chairman assigned the Finance and Budget Committee to continue to coordinate with the Government and relevant agencies to study and advise on innovating the decision-making process on the state budget to ensure substance, along with monitoring the implementation of the budget, gradually replacing the issuance of resolutions with laws on finance and budget according to Resolution No. 27-NQ/TW dated November 9, 2022 of the Party Central Committee; urging the completion of the system of legal documents, the roadmap for developing the State Financial Report from the fiscal year 2025, ensuring completeness, adequacy and comprehensiveness of information and data according to the provisions of the Accounting Law. Accordingly, the Economic Committee and the Finance-Budget Committee are responsible for preparing for the 16th National Assembly to consider and approve at the first session resolutions on the 5-year plan: socio-economic development for the period 2026-2030; national finance for the period 2026-2030... Regarding the difficulties in organizing the activities of the entire Committee mentioned above, it is recommended that the Standing Committees of the Committees have appropriate organization methods (can be organized in both direct and online forms), at the same time, it is necessary to proactively, promptly develop and send plans for organizing the plenary sessions of the Committee so that National Assembly deputies can proactively arrange and schedule their time to attend. The National Assembly Chairman suggested that the Standing Committees of the Committees try to arrange for the examination or comment on many contents in one plenary session, limiting the organization of many sessions.

National Assembly Chairman Tran Thanh Man stated that since the beginning of the 15th tenure, the National Assembly has made many innovations and creations, improving the quality of its activities in the fields of legislation, supreme supervision, and deciding on important issues of the country. Along with that, the Committees have completed many unexpected and arising tasks assigned by the National Assembly and the National Assembly Standing Committee to meet the requirements of practical development; examined and advised on projects and reports assigned to the National Assembly Party Delegation by the Politburo, the Secretariat, and the Central Executive Committee. The National Assembly Chairman highly appreciated the results of the past time, many issues that the committees participated in and commented on regarding economy, society, national defense, security, science, technology, environment, climate change adaptation... were all highly appreciated by the Central agencies, the Politburo, the Secretariat, and the Central Office. Based on the results of the implementation of tasks from the beginning of the 15th term to now, the National Assembly Chairman requested the Standing Committees of the Committees to focus on assessing the achievements, limitations, and shortcomings in implementing the Action Program of the National Assembly Party Delegation, the Law and Legal Development Program; clearly stating proposals and recommendations to further improve the quality and effectiveness of the activities of the Committees as well as the National Assembly in the coming time.

Reporting at the meeting, Chairman of the Economic Committee Vu Hong Thanh said that since the beginning of the term, the workload of the Economic Committee has been very large, with high pressure on progress and quality with many difficult and complicated contents, many unexpected and arising tasks; spanning all areas of activity from law-making to supervision and decision-making on important issues of the country, including many important contents, deeply and comprehensively affecting the socio-economic life of the country. With the close direction of the National Assembly leaders, the active participation of the members of the Economic Committee, especially the Standing Committee of the Economic Committee, with the spirit of urgency, seriousness, solidarity and intelligence, all work according to the annual work program of the Economic Committee has been completed, ensuring quality and progress. Regarding the Committee on Science, Technology and Environment, Chairman of the Committee on Science, Technology and Environment Le Quang Huy stated that the Committee has prepared 9 reports, contributed comments to 7 projects submitted to the Politburo; developed 18 action plans/programs of the Party Delegation of the National Assembly to implement the Resolutions and Conclusions of the Politburo and the Secretariat; prepared 13 preliminary and final reports on the implementation of the Resolutions and Directives of the Party; performed 12 tasks assigned to the Committee on Science, Technology and Environment in the Action Program of the Party Delegation of the National Assembly to implement the Resolution of the 13th National Party Congress; supervised and prepared 4 thematic reports to report to the National Assembly leaders... The Finance and Budget Committee has chaired the examination and submitted to the National Assembly 3 draft laws; examined the proposal to add to the Law and Ordinance Development Program; Coordinate with the Nationalities Council and other Committees of the National Assembly to review draft laws and ordinances according to assigned functions and tasks for over 74 contents.
