Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Propaganda Department Nguyen Trong Nghia - Head of the survey delegation and Member of the Politburo, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai chaired the meeting.

Attending the Central Survey Delegation were Party Central Committee member and Minister of Home Affairs Pham Thi Thanh Tra.

On the Hanoi side, there were Party Central Committee member, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen; Party Central Committee member, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan; Deputy Secretary of the City Party Committee Nguyen Van Phong; Member of the Standing Committee of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the City Nguyen Lan Huong; and other members of the Standing Committee of the City Party Committee.

Ensuring the Party's leadership and operating principles

Speaking at the meeting, Head of the Central Propaganda Department Nguyen Trong Nghia suggested and emphasized the key contents that need to be discussed, especially on the leadership, direction and advice on Party building and implementation of the Party Charter in Hanoi; pointed out the limitations, difficulties, obstacles and inadequacies in implementing the regulations on the implementation of the Party Charter to propose recommendations, amendments and supplements to the Party Charter.

On behalf of the Standing Committee of the Hanoi Party Committee, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong presented the Draft Summary Report on the results of Party building work for the 2020-2025 term and 15 years of implementing the Party Charter (2011-2025) of the Hanoi Party Committee.

Accordingly, from 2011 to present, implementing the Party Charter, the City Party Committee and Party committees at all levels of Hanoi have organized the dissemination, serious and effective implementation of the Party Charter as well as regulations and guidelines for implementing the Party Charter in many diverse, rich and practical forms. The process of implementing the Party Charter is closely linked to the innovation of the leadership methods of the City Party Committee and Party committees at all levels, together with innovation and improvement of the quality and effectiveness of all areas of Party building work.

The work of organizing cadres has always been given attention, led, directed, and implemented in an orderly and effective manner, with many innovations and creativity. The work of inspection and supervision has been taken seriously, the process has been strictly ensured, timely detection, prevention of violations, and strict handling of violations of Party discipline and State laws have been ensured, which has had a warning and deterrent effect, contributing to tightening discipline and order in the Party Committee...

The City leaders and the Survey Delegation discussed and clarified issues of concern, areas of Party building work, lessons learned, good models, difficulties, obstacles, and limitations that still exist in the implementation of the Party Charter at the Hanoi Party Committee. In particular, the members of the Survey Delegation highly appreciated the results of Party building work and the implementation of the Party Charter of the City Party Committee, especially the 5 lessons learned; 8 innovative, creative, and effective models in the fields of Party building work and the political system.

Improve summary reports and theoretical research work

After listening to the delegates' discussions and concluding remarks, Head of the Central Propaganda Department Nguyen Trong Nghia suggested that the Standing Committee of the Hanoi Party Committee continue to complete the report, supplement, enrich and deepen the lessons learned and recommendations for the Central Committee. Because these decisions not only serve the 14th National Congress of the Party but also have a vision to 2045.

The Head of the Central Propaganda Department also suggested that after this meeting, the Hanoi Party Committee, with practical work results and scientific research projects, continue to contribute to the Subcommittee as well as the Central Committee in upcoming conferences and seminars, because building the Congress Documents is a concentration of the intelligence of the entire Party and people.

The Head of the Survey Delegation highly appreciated the survey results at the Hanoi Party Committee and suggested that the members of the Delegation could conduct further research. It is necessary to continue surveying and working in depth with specialized agencies of Hanoi City to supplement practical arguments, thereby improving the summary report and theoretical research work.

Thanking Hanoi for its contributions, the Head of the Central Propaganda Department said that he would accompany the Capital in activities to celebrate the 70th anniversary of the Capital's Liberation. At the same time, he wished Hanoi to continue promoting its role, position, and achievements that the Party Committee, government, armed forces, and people of the Capital have achieved; determined to overcome difficulties and challenges, and excellently fulfill the important tasks assigned by the Party and State.

Secretary of the Hanoi Party Committee Bui Thi Minh Hoai respectfully thanked the Survey Delegation for its comments as well as its appreciation of the results of Party building work and implementation of the Party Charter of the City Party Committee in recent times.

According to the Secretary of the City Party Committee, as the largest Party Committee in the country, in recent times, the Hanoi Party Committee has had many good practices, many models of the Central Committee have been piloted with great effectiveness. Notably, in this term, the City Party Committee has innovated its leadership methods right from the beginning of the term, demonstrated through the early and synchronous development of 10 full-term work programs, concretizing the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 17th City Party Congress.

According to the Secretary of the Hanoi Party Committee, the 10 work programs have comprehensively covered all areas of work. The Party Committee also clearly identified Program No. 01-CTr/TU on "Strengthening the work of Party building and rectification, building a clean and strong Party organization and political system of the City, promoting administrative reform" for the 17th term, 2021 - 2025 period" as the core, comprehensive, and backbone for implementing other programs. Based on the program, the Party Committee has assigned tasks to agencies and units according to their functions and tasks for implementation.

Of which, the city level alone has 34 projects to implement Program No. 01-CTr/TU and up to now, 30/34 projects have been completed; lower levels have more than 800 contents to concretize the program. In addition, all levels and sectors also issue projects and programs for implementation, ensuring the comprehensive leadership of the Party but not doing it instead, still ensuring the creativity and dynamism of agencies and Party committees in implementing the program.

In particular, after issuing the programs, the City Party Committee directed their implementation very drastically and counted each milestone along with checking and supervising the implementation; mobilizing the participation of the entire political system and the people.

Secretary of the Hanoi Party Committee Bui Thi Minh Hoai affirmed that the Standing Committee of the Hanoi Party Committee will complete the report to ensure the highest quality, in the spirit of exemplary leadership of the Capital Party Committee. At the same time, she emphasized the need to delve into the contents requested by the Delegation, especially lessons learned, proposals and recommendations, thereby contributing to the drafting of the documents of the 14th National Party Congress.
