Talking to us, Lieutenant Colonel Mai Thanh Hai, Deputy Commander of the Military Command of District 11, Ho Chi Minh City, excitedly said: “Of the total number of young people performing military service (NVQS) in 2025 in the district, nearly 39% are ethnic Chinese youth. Particularly among the Chinese youth joining the army, nearly 51% have intermediate, college, and university degrees, and many volunteered to join the army. This result is a great effort, the participation of the entire district political system, along with many creative ways to propagate policies and laws on implementing NVQS”.

A clear example of the military recruitment work in the area with a large Chinese population in District 11 is Ward 8, where the rate of Chinese youth enlisting in the army is always around 40%. The Ward Military Service Council has done a good job of advising the Party Committee and the Ward People's Committee to issue documents such as plans and instructions on the work of re-examining youth resources, to serve as a basis for implementing the work of registering and managing citizens of age, especially promoting the effectiveness of Project 06, the model of "Militia holding households".

Representatives of leaders at all levels in District 11 visited and encouraged young Chinese people to join the army in 2025.

Working for an automobile company with a good income, but young man Liu Sy Hai (born in 2002, Chinese ethnicity), residing in Ward 8, District 11, temporarily put his job aside and volunteered to join the army in 2025.

Hai graduated from the International Business Department at the University of Economics in Ho Chi Minh City. “I have arranged my work well and have received the high consensus of my family to volunteer for military service. Many of my Chinese friends of the same age also joined the army this time, so I feel happy and proud. I hope to learn a lot of knowledge and skills in the military environment to serve as valuable provisions for my future career,” Liu Sy Hai shared.

Also in Ward 8, young man Dang Chi Bieu (born in 2004, Chinese ethnic group), Secretary of the Youth Union of Ward 6, also volunteered to join the army this year. Chi Bieu said that he wanted to improve his skills in collective activities and management to serve his future work. Chi Bieu confided: "I will take advantage of the two years of military service to study best, become more mature, and set an example for the youth of the ward, especially the Chinese youth."

According to comrade Vo Ba Truong Hai, Commander of the Military Command of Ward 8, the Military Service Council of the ward, with the permanent Military Command of the ward, has focused on close propaganda work, closely linked to the locality of each neighborhood and the characteristics of the population, helping young people and their families always clearly understand their responsibilities in implementing the Military Service Law, and be ready to join the army.

The Chinese community in the ward is always united and strictly follows the provisions of the law, especially their children participating in the military service. This is demonstrated by the rate of volunteering of Chinese youth to join the army each year being higher than the previous year.

To achieve good quality of military recruitment, the Military Service Council of District 11 and 10 wards always identifies military recruitment as an important political task to make a breakthrough right from the beginning of the year. The Party Committee and People's Committee of the wards have plans to lead, direct and assign specific tasks to members of the Military Service Council at the same level, especially political and social organizations to coordinate with the military and police forces to carry out well the work of re-examining, registering and strictly managing the source of young people of military age.

The work of grasping sources and organizing the review must be strictly ensured and implemented from the grassroots level, from the ward to the district, to accurately identify each citizen who is enlisted, associated with the careful implementation of the work of "election and publicity" at the grassroots level.

The district focuses on the quality of propaganda, mobilizing families, educating citizens to have peace of mind, ready to join the army to protect the Fatherland, in order to create high consensus in the area.

According to Lieutenant Colonel Mai Thanh Hai, the District 11 Military Command always plays a leading role in guiding the 10 wards in selecting and calling citizens to join the army.

Along with that, coordinate with all levels to pay attention to the Army's rear policies for young people joining the army to ensure solidarity, promptly encourage and support families and young people facing sudden difficulties, create motivation for young people to confidently join the army, and further enhance the tradition of local youth.
