The draft Resolution of the National Assembly on organizing the urban government model of Hai Phong City has just been released by the Ministry of Home Affairs for public consultation.

The draft proposes that the Chairman of the People's Committee of Hai Phong City is allowed to perform the duties and powers prescribed in the Law on Organization of Local Government, other relevant legal provisions and a number of specific duties and powers.

Firstly, decide to establish, reorganize or dissolve specialized agencies under the District People's Committee (transferring from the tasks and powers of the District People's Council).

Second, specify the functions, tasks and powers of specialized agencies under the District People's Committee in accordance with the instructions of the Ministry managing the sector and field and other relevant documents (transferred from the tasks and powers of the District People's Committee).

Third, appoint, dismiss, transfer, rotate, second, reward, discipline, and suspend the work of the Chairman and Vice Chairman of the District People's Committee (transferred from the duties and powers of the District People's Council).

Fourth, suspend the implementation, abolish part or all of the illegal documents of the District People's Committee; suspend the implementation, abolish part or all of the illegal documents of the District People's Council issued before the implementation of this resolution.

The Chairman of the Hai Phong City People's Committee is also authorized to authorize the head of another administrative agency or the head of a public service unit under the City People's Committee to perform one or several of his/her tasks and powers within a specified period of time with specific conditions attached.

Authorization must be in writing and clearly define the responsibilities of the authorizer and the authorized person, ensuring publicity, transparency and effectiveness.

Meanwhile, the Hai Phong City People's Council is proposed to have the authority to decide on the state budget revenue estimates in the area; local budget revenue and expenditure estimates and allocate the budget estimates at its level, including the budget estimates of district authorities; adjust the local budget estimates if necessary according to its authority.

The Hai Phong City People's Council can also take a vote of confidence for the Chairman of the District People's Committee. If more than half of the total number of the City People's Council delegates rate the person for whom the vote of confidence is low, he/she can resign. In case 2/3 or more of the total number of the City People's Council delegates rate the person for whom the vote of confidence is low, the City People's Council will request the Chairman of the Hai Phong City People's Committee to consider and decide according to his/her authority.

The time limit, time and procedure for taking a vote of confidence for the Chairman of the District People's Committee in Hai Phong are implemented according to the regulations of the National Assembly.

The Hai Phong City Planning for the period 2021-2030, with a vision to 2050, sets a goal that by 2030 Hai Phong will have 9 districts, including 7 current districts (Hong Bang, Ngo Quyen, Le Chan, Hai An, Do Son, Kien An, Duong Kinh), two new districts (An Duong, Kien Thuy), a third-class city, Thuy Nguyen (based on Thuy Nguyen district) and 5 districts: An Lao, Vinh Bao, Tien Lang, Bach Long Vy, Cat Hai.

After 2030, An Lao, Vinh Bao, and Tien Lang districts will be built into towns, and Cat Hai district will become an island district.
