Proposing a mechanism to support electricity prices for electric charging stations serving green vehicles

The Government Office has just issued Notice No. 372/TB-VPCP dated August 10, 2024, concluding the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on green vehicle development policy and green vehicle charging station development policy.

The announcement stated that green energy transition is the most basic and important task in the process of implementing green growth goals as well as fulfilling Vietnam's commitments at international conferences.

To achieve the goal of developing a green transport system, Deputy Prime Minister Tran Hong Ha requested the Ministry of Transport to preside over and coordinate with the Ministries of Planning and Investment, Industry and Trade, Construction, Finance, Natural Resources and Environment, Science and Technology and relevant localities to review the overall Program in Decision No. 876/QD-TTg dated July 22, 2022 of the Prime Minister, and report to the Prime Minister before September 15, 2024. Focusing on the following contents:

Implementation status and results of the assigned tasks in Decision No. 876/QD-TTg (including programs and tasks in the Appendix issued with the Decision);

Difficulties and obstacles (regarding policies, technology, resources, etc.) and proposals and recommendations on directions and solutions to remove difficulties and obstacles in the process of implementing Decision No. 876/QD-TTg;

Propose a mechanism for operating and organizing the implementation of the Decision, clearly defining the responsibilities of the agency in charge of synthesizing, coordinating and the agencies implementing the Program to ensure synchronous implementation of tasks...; propose amendments and supplements to Decision No. 876/QD-TTg to implement the goals and contents of the Action Program in accordance with the Party's guidelines and newly issued policies and laws.

Coordinate with relevant ministries and localities to continue reviewing mechanisms and preferential policies to support production and import activities, encourage people to use road motor vehicles using green energy (including policies to support investment in electric charging stations, support the conversion from vehicles using fossil fuels to green vehicles, etc.), and report to the Prime Minister before September 15, 2024.

Research and propose support policies to encourage people to use inter-provincial electric buses, report to the Prime Minister before June 30, 2025.

Deputy Prime Minister Tran Hong Ha requested the Ministry of Industry and Trade to urgently submit to the Prime Minister for amendments and supplements to Decision No. 28/2014/QD-TTg regulating the structure of retail electricity prices; in which it is necessary to study, propose and assess the impact of the electricity price support mechanism on electric charging stations serving green vehicles.

The Ministry of Construction urgently issues and amends regulations and standards for apartment buildings and commercial centers, including regulations on electric charging systems for green vehicles, to be completed before December 31, 2024.

To ensure the operation of existing green vehicles, it is recommended that the Ministry of Construction preside over and coordinate with the Ministries and agencies: Public Security, Industry and Trade, Transport, the People's Committees of Hanoi and Ho Chi Minh City and relevant agencies to issue guidelines to supplement urban planning, construction planning, provincial planning, ensuring that there are public charging station systems in urban areas serving green vehicles for localities to implement, without affecting the operation of green vehicles of the people, to be completed in August 2024.

The Ministry of Science and Technology urgently issues standards (or regulations) on electrical plugs, sockets and charging cables for green vehicles, to be completed by August 2024.

The Ministries of Transport, Industry and Trade, Construction and relevant Ministries, sectors and localities review sectoral and provincial planning, supplement and have policies for green transport development, especially policies for investment in developing green transport infrastructure (including charging station infrastructure and power supply), meeting the green energy transition roadmap, reducing carbon and methane emissions of the transport sector.
